B. only. No agreement known to us limits secret intelligence operations anywhere. 2. With reference to the agreement as to Burma, the summary approved by the Joint Chiefs of Staff on 26 Augutt 1942 (JCS 86/1) assigns Burma as a sphere of joint British-Amorioan operations, or as recorded by the Re0Ord of Diecussion or this Agreement, dated 17 June 1042: "It was agreed that Burma and Sumatra should be regardo4 as a nitlieman's lurid which would be worked into as convenient by the British S .'D .E. mission in India, the American S.O. mission in China, and the 1.301). in Australia". The idea was that this Combined Liaison Committee, with British and Aivarican representation, should meet in New Delhi; that, in addition to Intelligence representatives, both air and ground, the D.S. representatives Should include a "Rear Echelon" officer conversant with the Arian quasi military and civilian agencies (Board of Economic Warfare, Office of Strategic Services, Office of 'Tar Information, Fedora' Communications Commission, etc.). 3. This American proposal has been referred to India where it has been considered carefully by both the Viceroy and the Commander in Chief, India. They agree that the proposal forms a basis for reasonable compromise provided that in the future there will be a greater degree of frankness in respect of quasi military activities than has previously been shown by the U.S. Authorities concerned. They make two reservations which we hope that you will find accept- able. 4.
