T. All civilian and other agencies operating under the Theater
Commander will be instructed by the Theater Commander to coordi-
nate their military intelligence gathering activities through
JICAME and to furnish JICAME with copies of all information re-
ceived, which has a military or naval significance, for forward-
tag to Washington.
e, All Military Attaches, Naval Attaches, permanent Military
Observers and permanent Naval Observers within the Theater will
be subject to the direction of JICAME, in so far as the collec-
tion and handling of military or naval intelligence is concerned.
They viii forward to JICAME copies of all intelligence reports
issued and all other information received by them about which
JICANE shouL! be cognizant in order to perform its mission an
indicated herein. All temporar7 Military or Naval Observers
will, with the approval of the Theater Commander, report to
MAME and furnish *MAME with copies of their roporto.

tiostreceived by JICAME from the War and Navy Departments. Be
responsible for procuring appropriate intelligence from the
war and Navy Departments and transmitting such intelligence

effort and to insure adequate security.
f. Perform such other intelligence activities as may be
direated by or through the senior Army or Naval commanders in
the Theater and which are not inconsistent wich the provisions
of this directive.
%. MAKS shall not engage in positive counterintelligence
activities - except as provided in paragraph six hereof - but will
be furnished by agencies in the Theater which are performing

formation desired by the War and Navy Departments.

1. The Joint U. S. Army-Navy Intelligence Collection Agency,
Miadle East, hereinafter referred to as JICAME, is an agency of
the War and Navy Departments attached to the Theater Commander
as that staff agency which is charged with the procurement of
infornation desired by the War and Navy Departments in
Washington.
2. A representative for each of the three main sources of in-
talligence (Air, Ground and Naval) will be assigned to direct the
work of JICAIKE LD their respective fields. These representatives
vIll be apriointed by the War and Navy Departments on the recom-
mendations of the intelligence agencies concerned. While the
Internal operations of JICAME vill be administered by their
?convective mpresentatives, one of the th:se will be appointed
alarm= by the We and Navy Departments jointly, to represent
JCM1 in dealings with outside agencies in the Theater or in
