Abstract [Authors' English sum ary modified); Between 1950 and
1962, T4 cases of anthrax were treated all, the Cluj Clinic for
Contagious Diseases, of which 12 were children. None of the
cases was lethal; all presented cutaneous localization, 8 with
malignant edema and 76 with malignant pustulae. Sources of
infection were animals or their products in 39 cases, insect
bites in 10, other causes in 3 and unidentified in 32 cases.
It is pointed out that the morbidity rate has been falling to
no cases at all in Cluj during 1962, and that mortality has
been brought down to zero from 60i'. since sulfonamides and espe-
cially antibiotics.have been associated with serum therapy.
Includes 1 table and 7 references, of which 1 Russian
and 6 Rumanian.

Abstract [Authors' Bnglish summary iLodifiedj: A brief analysis
of 489 cases of bacterial dysentery treated at the Cluj Commu-
nicable Diseases Clinic in 1960-1964. The typical clinical
characteristics of dysentery were evident in only 265 of the
cases (69.2 percent). The basic treatment involved administration
of chloramphenicol, resulting in rapid recovery and bacteriologic
sterility in 79.4 percent of the cases. During the same period,
96 adult carriers of dysentery were also hospitalized for steri-
lization.
Includes 13 references, of which one Russian and 12
Rumanian. -- Manuscript submitted 4 April 1965.

Abstract It is shown that the Sauter formula, in the form in which
it has been established for the effective cross section
of the photoelectric effect, corresponds to the Born first
approximation for the spi-nor final state of the electron.
Taking this fact into accouat, the derivation of the for-
nula is considerably facilitated and furtherimore this
method can also be applied to the determination of the
correction terms.

TLXT: A brief description, a photograph and the electrical
circuit diagrams are given of three experimental set-ups used
by the Makeyevskiy n.-i. institut 0%A'akeyev Ica Scientific Research
Institute). The automatic, chamberless, continuously-operating
type Y HA WIND) serves for testing the safety against sparking
of circuits with an inductance of 1 mh and less. In the
explosive version, connection and disconnection are effected by
means of steel wires; it is for testing circuits with
inductances above 1 mh and with supply sources of any voltage.
An automatic explosion chamber in which the closing and opening
of contacts is effected by steel wire sliding along a steel

TEXV: The purpose of the paper was the continuation of
investigations on the ignition capability of high frequency currents
and obtaining results which could be utilized in designing spark-
safe high-frequency systems. Experiments were carried out on an in-
stallation where the spark was formed during rupture of a timed
copper wire, 0.26 mm in diameter placed in a class bulb approximate-

and H - air, trith the concentration of 20%, the velocity of rupture
of the wire being 0.6 M/sec and the flow of the explosive mixture
9 CM3/sec. Generator voltage was 120 V at frequencies from 13 to
200 k~/s. Conditions determining a given probability of gas ipi-
tion was established. Conclusions are made for electrical detona-

TITLE: A flame-registering device. An electronic device detects
the flame of a burning match under any condi tions--in
darkness or in bright sunlight

TEXT: Normal pickups for registering flame can be affected by extrane-
ous factors such as a chance increase in illumination or a rise in tem-
perature. 'Practice shows that the most characteristic criterion of an
open flame is the pulsation of its infrared and ultraviolet emission* An
experimental check of the mean pulsation frequency of various types of
combustible materials showed that it seldom exceeds 30-35 cycles. The
most probable mean pulsation frequency (in 75% of the cases) lies within
the 10-25 cycle range. The flame-registering device dealt with in the
article consists of a sensitive pickup, a band amplifier, a rectifier
and an output relay. +C-Al (FS-Al) photoelectric resistances were used

as pickups, the number required being determined by local conditions.
The rated dark resistance of the pickup is not more than 150 kohm. Its
spectral characteristics have a sensitivity maximum at 2. V which means
that the device has sufficient sensitivity even for a flame of relatively
low temperature. An experimental check showed that photoelectric resist-
ances of this type were suitabl*e for flame pickups registering very small
changes in illumination. The band amplifier (a circuit diagram is given)
has quite high sensitivity (about 20-26,4v) with low internal noise (about
1-2pv) and specific frequency characteristics,, thanks to the band filter.
Sensitivity is sufficient to detect a burning match at a distance of 5-6
meters. The device does not respond to other sources of light or infra-
red emission. The amplifier consists of an amplifier proper and a former
device. The negative feedback circuit boosts the frequency characteristics
at 15 cycles and gives a marked amplification drop in the frequency range
about 70 cycles. Total amplification at frequencies of 16-17 cycles is
more than 00 db. The rectifying bridge is built of semiconductor diodes
and the output relay is of the polarization type. The flame register can
be powered from either d.c. sources or the a.c. grid. It was assembled

as a separate unit 200 x 200 x 300 mm in size, although these dimensions
could be reduced considerable by the use of miniature components and
their more efficient positioning. In sensitivity tests with a normal
spirit lamp the set registered steadily at an equivalent illumination
power of 0.02 lux. Sensitivity could be increased by using optical
lenses and mirrors to concentrate more of the flame's emission. The
set's sensitivity is determined only by factors governing the flame and
is practically unconnected with illumination caused by other sources of
emission. Other advantages are its inertialessness, small dimensions
and low power consumption. The device is suitable for signalling in
fire-preventiois apparatusq for detecting flame in unprotected premises
and for tripping various automatic systems.
