MEMORANDUM FOR GENERAL CARTER

The purpose of this memo is to remind you that we have agreed that
you will get me a briefing on a U -2 borne camera approach to programs
which have been approved by us and which were discussed at the recent
meeting with Mr. Mc Cone.
I will, as soon as you tell me when such a briefing can be supplied
(I would definitely prefer a time between January 12 and January 19),
get together people in-the-house to examine the comparative potential
of the three approaches. In this connection, I would appreciate
knowing who, in the Agency, carries the responsibility for the U-2
borne program. I belieev, that the beast route to an objective comparison
would be to get the three active program heads together, assuming the
absence of hard bias, to make an evaluating review of the three approaches,
and would hope that your program head could participate.
