Subject: FB1S-BBC Standardization
We are submitting for your approval a list of joint recommendations
on sourcelines agreed upon by our FBIS -BBC Working Group on Standardization.
The list does not complete our work on sourcelines, but it does take us a long
way along the road to uniformity. The only other major areas of consideration
still to be ironed out are sourcelines for "clandestines" and for Soviet and
other regional broadcasts. The list of joint recommendations already agreed
upon is as follows:
1. The word "service" will be eliminated from all sourcelines.
Examples: Bratislava Domestic in Slovak
Chengchow Honan Provincial in Mandarin
Sofia BTA Domestic in Bulgarian

2. The word "domestic" and not "home" will be used for broadcasts
intended for a domestic audience.
Examples: Moscow Domestic in Russian
Paris Domestic in French
Cairo Domestic in Arabic
3. The word "domestic" is considered unnecessary for televisign transmissiOsl'ity
and will not be included in TV sourcelines.

4. The word "domestic" will be included only in sourcelines of official radio
and press agencies. (clarification - -no change in current Practice)

5. The word "external" will be substituted for all phrases now used to indicate
transmissions not intended for the domestic audience or specifically'targeted.
Examples: Moscow External in Russian
Aexico City External in Spanish
Tashkent External in Uighur

6. The words "domestic and external" will be used in sourcelines for any IC
transmission that can accurately be determined as intended for both the
domestic and external audiences.

7. When a transmission is specifically targeted, the destination will be
shown and the word "to" and not "for" shall be used in description of
destination.
Examples: Tirana in Polish to Poland ftfles'
Kabul in Dari to Europe
Moscow in Urdu to India
8. The field bureaus will include the name of the country in sourcelines
to which it could be usefully added (for clarity).
Examples: San Jose Costa Rica Radio Reloj in Spanish

Note: BBC will prepare a list of sourcelines that should include
the name of the country.
9, Sourcelines for press agencies will include the destination when this
can be accurately determined.
Examples: Sofia BTA in English to Asia
Prague CTK in English to Europe
That is the list agreed upon thus far. We will continue our
deliberations to try to resolve the remaining problem areas. Meanwhile, we
ask you to take these joint recommendations under advisement and give them
careful study. We are hoping for a quick decision.
We are enclosing a copy of the minutes of each of our Working Group
meetings in order to give you some indication of the progress of our
deliberations and the topics touched upon.
