1. The overall proposal contained in your memorandum of
23 August, "Special (All Source) Study Center, " is approved.
2. 1 have some misgivings about our Community "interface"
as regards the magnitude of your proposed increase in comparison
with other efforts, including the White House, to reduce the number
of TKH billets (see Action Memo #B=16 of 25 August). Accordingly,
sh you would review the magnitude of your proposed increase with
a view toward going forward in incremental steps of 300 at a time.
In other words, you are authorized 300 additional clearances as of
this moment, allotted as you may direct, and when these are completed
and you have a feel for further requirements, come back and talk to me.
3. If the foregoing poses insurmountable problems, please
come talk to me.
