Dear Mr. Secretarry:
In a mess a received from Mr. McCone with reference to
hia meeting with to discuss the "package deal,
Mr. Mccone expressed following views:
"Any arrangements for meeting agreeable to me. l?loweveer,
57 arrangement approved and presumably being implemented
at training program previously agreed, a review and discussion
entire package might be ill-timed and subject more constructively
discussed a few months hence. Urge caution and careful consultation
with state, Ambassador and Chief of Station before reaching conclusion
this matter. I ant particularly concerned over discussing Air Force
expansion I prior to resolution other problems and general
improvement
relationship. t"
The foregoing views conform to the guidelines for discussion
previously enunciated by you, and our staff people are guiding themselves
accordingly. We will not have a firm decision as to Mr. McCone's
of approach to 0 until he has been fully briefed on the current
situation and particularly the conversations with 25X1
