PRINCIPAL DEVELOPMENTS
Changes in the Soviet Politburo announced yesterday
and the manner in which the Central Committee con-
ducted its meeting indicate that Brezhnev has strength-
ened his position. (Page 1)
In the last two weeks, fedayeen infiltration has in-
creased in prohibited areas in southern Lebanon bor7

Judging from the changes in the Politburo announced
yesterday and the manner in which the Central Com-
mittee conducted its meeting, Brezhnev has strength-
ened his position.
The three new members of the Politburo are loyal fol-
lowers of Brezhnev. Defense Minister Grechko proved
his loyalty at the critical Central Committee meet-
ing last May when Brezhnev's Summit policy was chal-
lenged. Foreign Minister Gromyko has always sup-
ported Brezhnev and his policies, particularly de-
tente; his Foreign Ministry has an institutional
stake in carrying it out. KGB Chief Andropov is a
long-time party functionary who has been scrupu-
lously apolitical in his sensitive job, as he must
be to survive.
Two full members of the Politburo, Shelest and
Voronov, were retired. Both had previously been de-
moted after having tangled unsuccessfully with Brezh-
nev on a number of issues.
In a significant departure from past practices,
President Podgorny, Premier Kosy gin, and party sec-
retary Suslov joined regional leaders in the dis-
cussion that followed Brezhnev's report. The par-
ticipation of these three senior Politburo members
emphasizes the widening gap between their standing
and Brezhnev's and lends added authority to what
Brezhnev said.
Brezhnev's pre-eminence in the leadership and the
importance of the peace program adopted at the 24th
Party Congress were pointed up by a CPSU "decision"
endorsed by the plenum.
Noting the "great personal contribution" of Brezhnev
in implementing the congress' rulings, the decision
instructs the Politburo to continue pursuing detente
and summit-level contacts. The decision further
states that Moscow will help "in every way" to es-
tablish peace in Vietnam and to work for a Middle
East settlement in accordance with the UN Security
Council resolution.

FEDAYEEN
Since the Israeli raids against Beirut on
April 10, fedayeen infiltration has markedly in-,
creased in prohibited areas in southern Lebanon
bordering Israel. Although the Lebanese Army could
probably clear out the guerrillas if ordered to do
so, the new defense minister has not yet authorized
such action.
The Lebanese are Caught between fear Of
an cal-,out confrontation with the feda-
yeen, which would harm their relations
with other Arab states, and their fear of
further Israeli actions..
On Thursday, the Israelis sent jet fighters
over Beirut to warn both Lebanon and the fedayeen
that they would not tolerate increased infiltration.
There has also been. a rise in fedayeen7inspired
activity along the Syrian-Israeli cease-fire lines
after,a three month lull. Since last weekend there
have been two shelling incidents)
The Israelis can be expected to take some
action soon against Syria to discourage
further guerrilla incursions.
