Chancellor Kreisky has already said that he would not ban the passage of individual Soviet Jews to Israel, and Austrian officials have indicated that the Schoenau transit camp, which has been a way-station for 60,000 Soviet Jews in the last two years, could not be closed without permission of the Jewish agency that runs it. Yesterday, Kreisky added that "we shall have to think very carefully about closing down Schoenau." The Austrians run the risk of provoking more Arab terrorism on their territory if they should renege on the deal made last week with fedayeen kidnapers of some emigrating Soviet Jews. Palestinian sources have publicly hailed the kidnaping as a major success and have said it is part of a larger plan to bring to a halt emigration of Soviet Jews to Israel. On the other hand, Austria will also be under strong pressure from Israel. American representatives in Baghdad recently received a copy of a tract signed by the "Secret Committee of the 30 June Uprising" which sharply attacked the regime, in particular Saddam Husayn Tikriti, number two man in the ruling Baath hierarchy. The tract, which threatened assassina- tion of "traitors" if the direction of the Iraqi revolution and the party were not corrected, may have been the work of remnants of the group led by former security chief Nazim Kazzar which was responsible for the abortive coup last June. The aircraft arrived in Iraq on September 20. Another seven TU-22s appar- ently were delivered four days later. China: An editorial published in all leading newspapers honoring the founding of the People's Republic asks for "new victories" to greet the Na- tional People's Congress, but does not indicate when the congress, China's rubber-stamp legislature, will meet. Such mention of the congress suggests that it has not yet been held and that it may con- vene soon.
