NORTH VIETNAM
On 13 February, the 325th Infantry Division in
Hanoi activated a forward element, and since 15 Feb-
ruary this element has been in daily communication
with the Military High Command. Since a forward
element's function is to facilitate Communications'
during major relocations, its 'activation indicates
the division is planning _to move'.
