ISRAEL
Foreign Minister Eban gave Ambassador Barbour
memorandum on Wednesday reiterating all of Is-
rael's established positions and stating: flatly that.
no Israeli troops will be withdrawn from any posi-
tion pending an over-all settlement, that Israel,
will not return to its pre - June 1967 boundaries,.
and that Jerusalem will "of course" remain the capi-
tal of Israel, though with arrangements for "safe-
guarding universal spiritual interests."
.Eban made it clear when presenting the aide
memoire that the Israelis arenot willing to enter
serious talks on substantive problems unless the
Egyptians stop creating an "ultimative situation"--
i.e., stop threatening not to renew the cease-fire
after 5 February. Eban even said he was considering
telling Jarring that a further extension of the.
cease-fire is a condition for Israel's continuation
of the talks.
If Prime Minister Meir takes a line as
bluntly tough as this in her current talks
with Jarring, he will in effect return to
New York worse than empty-handed. Barring
some unforeseen break in the situation,
such a development would bring an Egyptian
call for a fresh meeting of the Security
Council at an early date.

Phnom Penh's supplies of fuel oil and kerosene,
primarily for civilian use, are nearly depleted.

products to ensure the continued operation of eleC-
tric. generating plants and other essential facili-
ties, which may otherwise be forced to shut down.

there is a two-week supply of aviation gas and
about one month's supply of gasoline for vehicles:
The shortage has been brought about by the
closure since late November of Route 4,
which links Phnom Penh with Cambodia's
only oil, refinery and deep.-water seaport,
and by the recent ambushes of petroleum
convoys on the Mekong River.
The major oil companies have been making
emergency riverine deliveries from Saigon
to Phnom Penh since mid-December. It is
questionable, however, whether crews and
ship owners can be persuaded to risk an-
other run up the river in view of recent
heavy Communist attacks. Lon Nol is con-
sidering steps to increase air support for
future river convoys and to mount inten-
sified Cambodian - South Vietnamese ground
operations to control river banks between
Phnom Penh and the South Vietnam border.

POLAND
The Swedish press reports that shipyard workers
in Gdansk are again on strike. The strikers are
said to be demanding that 200 workers arrested in
the December riots be released, and that party,
leader Gierek come to Gdansk for discussions.VIW
Polish press has not mentioned the strike, but)'-a
Polish official has admitted that shipping has been
delayed in Gdansk.
The new Polish leaders have emphasized the
need to re-establish communications, lost
by the Gomulka regime, between the workers
and the party, and the workers in Gdansk
apparently have taken them up on their
promise Gierek has always had good rap-
port.with labor, but the demands of the
,shipbuilders present a difficult challenge.
Large numbers of those arrested during the
rioting have already been released, and it
is likely that there is a legitimate case
to be made against those who remain in
jail.
Meanwhile, local party meetings have been held
throughout the country in preparation for a forth-
coming central committee plenum to analyze the
?causes of the December disorders. These meetings
have dealt with restoration of the "Leninist :norms
of party life," which the departed leaders were ac-
cused of ignoring, but current signs of labor un-
rest may add anew dimension to the plenum.

Haiti The armed forces pledged their support
yesterday to President Duvalier and his-son, Jeam-
Claude, the heir apparent, in.aletter published in
Haitian newspapers. Duvalier has not, specifically
named .a successor, but he has broadly hinted that
Jean-Claude was his choice. The military, apparently
got the message, and declarations of support from
other sectors may soon follow.
if the President should suddenly
pass from the scene, support for Jean-Claude could
quickly evaporate.
