present. At this meeting, the DoJ attorneys requested a
discussion of three of the techniques: sleep deprivation,
water dousing, and the water board.

DoJ asked what the. current limitations/guidance
were on use of the water board. answered that each
application could not last more than 40 seconds (and
usually only lasted about 20 seconds)
