1. Cyprus
a. U Thant is having trouble
putting together a peacekeeping
force. Most of the nations approached
have asked for clarifications. They
want, for the most part, to know
who pays.
b. Thant is aiming for a force
of 7,000. The British are willing
to put in 3,500 and are looking
forward to withdrawing the remainder
of their present Cyprus force.
e. The knotty problem of rela-
tions among the UN force, the Greek
and Turkish contingents,and the Greek
and Turkish Cypriots has yet to be
worked out. Makarios and Papandreou
would like to see both contingents
withdrawn, but we doubt the Turks
will see it this way.

2, South Vietnam
a. We have reports of possible
Viet Cong concentrations around
several provincial capitals.
b. In the north, Communist
movements in battalion strength have
been noted in the mountains near
Quang Ngai. Earlier reports had
indicated the possibility of a major
Viet Cong effort in this province.
c. There have also been Viet
Cong movements in the past week around
three provincial capitals in the
delta.
e. A Viet Cong radiobroadcast
recently referred to a Communist
military unit larger than a regiment.
We have not so far identified such
a unit, but its appearance would be
a logical development of present
trends.

3. Sino-Soviet
Dispute
a. Evidence is building up
that the Soviets have finally decided
to face up to a showdown with the
Chinese,and will call another world
conference for the purpose.
c. We doubt that they will get
any satisfaction from Peiping, which
has already publicly belittled Mos-
cow for failing to do anything
despite earlier threats to deal the
Chinese a "worthy rebuff."
d. The Soviets are probably
holding off to see the results of
Rumanian talks with the Chinese.
e. Most foreign parties, while
basically backing Moscow, are most
reluctant to face a showdown. Some
are actively trying to restrain the
Soviet party from calling a con-
ference at present.

f. There was some fighting
yesterday at points along the northern
and eastern coasts. It did not get
out of hand. This relative quiet
may continue for several more days
as the Greek Cypriots have been
ordered into mourning for the death
of King Paul.
g. Makarios yesterday instructed
that all Turkish Cypriot hostages be
released today. The Turkish side
said it would respond in kind. At
last report, the Greeks were actually
arranging for the release of 49 Turks.
h. Greek Premier Papandreou,
responding to Ambassador Labouisse's
protest on recent anti-American mani-
festations, said that the "danger
period" is over. The ambassador is
not so sure.

a. It is by now quite apparent
that Tshombe is building up a quasi.
military force in Angola, hoping that
it may prove useful in his bid to
return to power in Katanga, perhaps
after UN forces decamp in June.

interested in using the threat of
this force to pressure Adoula into
curbing Congo-based Angolan rebels,
we rather doubt that Lisbon will

be sorely tempted if Roberto goes
through with a scheme to open a
"second front" in Angola./
5. USSR - Ethiopia - a. Soviet Deputy Foreign Minister
Somalia Malik descended quite suddenly on
Addis Ababa last Wednesday, raising
a number of eyebrows in the Horn of
Africa.

NOTES
A. Gabon Yesterday's quiet in Libreville was spoiled only
by seriesof threats, telephoned to the US Embassy by
French civilians, of reprisals for the alleged US support
of Mba's opponents. One caller warned that "the American
pigs will be chased out of Gabon." Viewing the situation,
Ambassador Darlington says he expects more trouble and
fears that it may be large and bloody.
B. Greece The new Greek King, the 23-year-old Constantine,
has taken part in most government decisions since last
June. During this time, he has shown signs of a growing
independence
He is said to believe that he can work closely with
Premier Papandreou.
C. Zanzibar Ambassador Leonhardt is not convinced that
the removal of Okello from the Zanzibar scene is neces-
sarily a good thing. He thinks that Okello and Babu
together--and at cross purposes--may be less advantageous
to the Communists than Babu alone. Meanwhile, the Zan-
zibar Government has discouraged a visit to the island
by the touring Duncan Sandys,

battalion of trained Korean anti-guerrilla fighters

E. British Guiana The strike among the sugar workers
could lead to another outbreak of violence between East
Indians and Negroes. A pro-Jagan union has been attempt-
ing to wrest control of the sugar workers from an anti-
Jagan union which constitutes a sizable proportion of
organized labor in British Guiana. Although support for
the strike has been spotty, Jagan's union has played
rough and at least some of the sugar producers are evi-
dently prepared to recognize it as the sole bargaining
agent.
