No significant changes have been
reported since yesterday.
Saturday night Cuban guards har-
assed Guantanamo by throwing rocks, rat-
tling the fence, and firing a few shots
into the base. We have long expected
a Cuban diplomatic offensive against
the US. Saturday's activity could be
the first move to stir up the Guantanamo
issue.

South Vietnam
No new developments have been re-
ported.

Common Market
Bonn is expected to tell the EEC
tomorrow that it agrees to unified
grain prices. A German official says
Bonn may try to bargain, but will prob-
ably accept the EEC's recommended price.

USSR
If successful, the Soviet space

8. Tanganyika:
probe launched this morning should
reach the vicinity of Mars about 7
August 1965. We are not yet sure, how-
ever, that it has escaped the malfunc-
tions that have plagued previous Soviet
space probe attempts.

Soviet-Indian differences are
holding up work ok MIG air-
craft engine plan, begun in Septem-
ber 1963 but now barely beyond the founda-
tion stage. The Soviets want to limit
the Indian production role to assem-
bling parts,to which New Delhi objects.
Nyerere says he will prohibit fur-
ther public mention of the alleged, US
involvement in plotting against Wt.. -
He has not, however, denounced the false
documents.
