1. Cyprus
a. The Cypriot Government
will let us know, probably today,
how it feels about the interallied
force idea.
b. We expect the reply will
be largely if not wholly negative.
C, Makarios wants UN assist-
ance and is under strong pressure
from both the Cypriot left and right
to reject the interallied force idea,
d. In the UN, Cyprus would
get substantial Afro-Asian as well
as Communist support, and the temp-
tation to seek it may prove too
great,
e, For their part, Greek Gov-
ernment leaders have become bitterly
disillusioned with Makarios.. They
feel he is heading for disaster.
f. Foreign Minister Palamas
calls him another Castro and those
around him lunatics,

2. South Vietnam
a. General Khanh is working
hard to build up a good public image.
He spent much of Sunday visiting
troops and villagers outside of
Saigon, taking General Minh along
in his new role of "adviser."
b. He is retaining ex-Prime
Minister Tho's cabinet on a care-
taker basis and has told both Gen-
eral Harkins and Ambassador Lodge
that he intends to keep to a minimum
the number of personnel changes.
c. Khanh says that, had he not
moved when he did, he would have been
arrested the next day at a scheduled
meeting of Corps commanders.
d. His information is that Minh
would have been arrested, too, and
that General Kim would then have gone
on the air to proclaim a policy of
neutralism.

3. Berlin
e. He intends to put Generals
Don, Kim and some others on trial
and then exile them.
f. Whatever he does, Khanh
seems determined not to allow the French
to expand their influence. Though
he says he will not break relations,
he apparently feels some strong anti-
French measures will have to be taken
soon. We are urging him to be very
careful about this.
g. Both Harkins and Lodge are
coming around to the view that maybe
General Khanh's advent was a bless-
ing in disguise.

4. Cuba-US
a. The four Cuban fishing
vessels rounded up yesterday while
fishing in our territorial waters
off Florida have been taken into
Key West.
b. The captain of one said
he knew he was inside the 3-mile
limit.
c. The Coast Guard reports
nothing extraordinary about the craft,
their catch, or the crew.

5. Panama
a. Leftist agitators are now
trying to organize a giant student-
worker demonstration for next Monday
in Panama City. Attempts to intimi-
date Canal workers have so far not
amounted to much.
b. Former President Arnulfo
Arias is busy drumming up support
for himself as the Panamanian leader
most likely to succeed.
? c. He would prefer to be voted
into office in May's elections, but
probably will try a coup if it be-
comes clear that he cannot make it
otherwise.
d. Arnulfo Arias already has
the support of the masses who twice
before voted him into office only to
have him ousted--the last time by the
National Guard.
e. The Panamanian elite resent
him, but some
seem sufficiently
impressed with his chances for win-
ning a third election that they are
discussing deals with him.
f. ? Several Communist leaders
were reported in recent months to
have solicited Arias' help with
their plans, but they appear to dis-
trust him now.

8. Algeria-Morocco a. Although the border dispute
remains unresolved, there are signs
of a slackening in the military
posture of both Morocco and Algeria.
9. Kenya
a. Prime Minister Kenyatta's
position is being seriously eroded
by his wily, ambitious Minister of
Home Affairs, Oginga Odinga, who has
long had financial ties with Moscow
and Peiping.

b. Odinga has already made
alarming inroads into Kenyatta's
Kikuyu tribe, into the Kamba tribe,
among ex-Mau Mau fighters, and among
youth groups.
C, If he is to preserve his
leadership, Kenyatta will have to
move soon even at the risk of caus-
ing a split in his party.
a. We have further evidence
that Soviet military units were
transferred to the Sinkiang border
area late last year.

Ctiban national carrying supplies to pro-Castro guer-
rillas. They are probably saving the details to
help bolster their campaign for stronger OAS action
against Castro.
C. Tanganyika
evidence of connivance between
trade union leaders and the army mutineers.
D. Chou En-lai trip Chou En-lai has interrupted his
trip, apparently to return to Peiping for some un-
explained reason. He is in Somalia at the moment,
but with the cancellation of visits in East Africa,
some slack has been introduced into his schedule.
His next scheduled state visit is Pakistan on 17
February, and he probably feels the intervening time
better be spent in Peiping.
