Algeria- Morocco a. The Algerians counter- attacked at Tinjoub and Hassi Beida late yesterday. b. Reports of their success conflict. The Moroccans intend to hold these border posts( c. Ben Bella's propagandistic call of all veterans to arms has whipped feeling up to a fever pitch. The Algerian public is all too ready to accept rumors that US pilots are flying Moroccan reinforcements to the front. We have denied this with little effect. d. Both sides continue to re- inforce, but their ability to sus- tain a military effort in the present area of fighting is extremely limited. e. We are looking for signs that the fighting might spread to the north, where larger forces can be deployed and where the two sides can really hurt each other. South Korea 4. Congo f. Negotiations, meanwhile, are apparently not going well. Ben Bella's emissaries returned to Algiers yesterday with King Hassan's terms for settlement. They return today to Marrakesh with Ben Bella's answer, which we do not believe has any give in it. a. Opposition candidate Yun Po-sun has conceded the election to General Pak, according to late press. Yun has gone into hiding, however, and we have no information on his real attitude. b. The election was ostensibly very close, with Pak's margin run- ning somewhere under 50,000. c. Yun was at times in the lead and appeared to be gaining, but, curiously enough, Pak kept pulling back ahead. a. The political situation has boiled up again. Several top ministers, formerly among Adoula's closest supporters, plan to have President Kasavubu declare a "state of emergency" under which they would take over in Adoula's place and govern as a committee. This group, generally pro- Western, has for some time been criti- cal of what it considers to be Adoula's lack of forcefulness and failure to act firmly against leftist and ultra-nationalist agitators. c. More recently, with the fate of Brazzaville's former Presi- dent Youlou in mind, these officials are worried by the growing power of labor and the possible consequences for them of a threatened general strike. d. Army chief Mobutu may be supporting the move. He also has become disillusioned with Adoula. e. Hurry-up calls for Adoula's return from New York have gone out. a. Senior Pakistani military officers met in Rawalpindi late last week with leaders of Pakistani-held Azad Kashmir. (Cont'd) r,,r The. In the current emotional atmosphere in Pakistan the Pakistanis might provoke clashes along the cease- fire line or organize some guerrilla operations in the hope of generating new international pressure for a settlement. 6. UK-Indonesia- a. The British are convinced Malaysia that any further concessions to Sukarno would be taken as a sign of weakness and that only strong action will deter him from his course against Malaysia. ? b. We do not doubt the plot- ting, but do not believe the assets are there yet to make a move against the triumvirate stick. c. More likely there will be calls, only partially successful, for a general strike. d. student protest march on the palace is scheduled If it takes place it will almost certainly cause trouble.
