Wheelus Air Base is taking special precautionary measures. Sev- eral Americans have suffered minor cuts and bruises from stoning inci- dents. C. King Idris' ouster of Prime Minister Fikini and his use of strong-arm methods against the opposition has weakened the position of both him- self and his government. d. Fikini is popular in Libya and could provide a focus around which opposition to the regime could unite, possibly with Egvntia7 sup- port. Arab States - a. The Arab leaders' plan for Israel blocking Israel's Jordan River project will take a long time to put into effect, if in fact it ever is. b. King Husayn and Lebanese Foreign Minister Takla have said that any effort to divert the Jordan River's headwaters would not even begin until the Arab joint military command is satisfied that military preparations for meeting any Israeli retaliation are complete. c. Their estimates of the time required to build up Arab armed forces vary from one to three years. An Arab League announcement implies that di- version work would take an additional eighteen months at a minimum. d. The more prosperous Arab states are to assist in financing both the military build up and the headwaters diversion project, a type of cooperation at which the Arabs have not been notably suc- cessful. ? e. There remains a possibility that Syria might jump the gun by? sabotage or other action against the Israeli project. The Syrians were much more bellicose about Israel than anyone else at the Cairo conference. South Vietnam a. The security situation in the northern provinces, where hard information is scarce, apparently took a sharp turn for the worse after the coup last November. b. Our consul at Hue' has reported that the Viet Cong push late in the year seriously eroded the morale of the strategic hamlet militia. C. Many militiamen turned in their arms, and others were disarmed by local officials who considered them unreliable. d. The Viet Cong for the most part ?have been using irregular platoon-sized units in intensified harassing operations without com- mitting their regular battalions. e. The government reports that encouraging progress is now being made in two of the eight provinces concerned, but we cannot vouch for it. f. Another recent study, also on the pessimistic side, shows that Viet Cong ground fire against air- craft was much more effective last year than in 1962. B. Indonesia-Malaysia Ambassador Jones has found Sukarno in a bad mood over press stories that the US and UK were in agreement that the independence and integrity of Malaysia must be guaranteed. Sukarno seemed to calm down after strong representations by Jones but wished to be assured that the US would accept any solution agreed to by the three nations concerned. C. Tanganyika Our embassy reported yesterday that Dar-es-Salaam continued calm but that the situation had not yet stabilized. Nyerere has called for an emergency meeting of the Ministers of Defense and Foreign Affairs of the members of the Organization of African Unity, which includes virtually all the Africa states. D. Argentina-USSR The sale of approximately 40,000 tons of wheat to the USSR has been announced by two firms in Buenos Aires. Negotiations for further sales are in progress.
