LATE ITEM
a. The story of French recog-
nition of Communist China has hit
the press.
b. According to the press
account, the establishment of the
Sino-French relationship will be
a gradual process, with full diplo-
matic recognition preceded by rela-
tions on a cultural and commercial
level.
c. They also plan to send to
Peiping an official French represen-
tative--probably Edgar Faure whose
trip last year started the whole
thing.
d. De Gaulle is said to be
proceeding in this fashion because
a more precipitate French move might
embarrass President Johnson in an
election year.

1. Panama
a. Chiari remains under heavy
pressure to stick to a rigid position
on the treaty issue.
b. A "Committee for the Protec-
tion of National Sovereignty," which
includes nationalist elements of many
political hues, is playing a major
role in keeping popular pressures
alive.
c. A big student-labor demon-
stration is scheduled for this eve-
ning.
d. The business community is
getting apprehensive over the eco-
nomic lashback. Unemployment, for
example, is rising as employees of
concerns gutted during the riots
are laid off.
e. Groups of rightists, left-
ists, and ordinary opportunistic
seekers of power and money--of which
Panama has more than its share--are all
hoping to exploit the unrest to un-
seat the Chiari administration.
f. Thus we think the present
calm may be deceptive,

2. Cyprus
a. Tensions between Turkish
and Greek Cypriots remain high, and
British troops have been ordered to
fire if necessary to keep the two
communities apart.
b. Hitherto British peace-
keeping troops had been under orders
to fire only in self-defense.
c. The Cypriot Communists,
almost all Greekspare trying to
burrow their way into positions of
greater trust and power. The Greek
community leadership is fending them
off for the present, but this would
quickly change if the Turks were to
invade.
d. The Turkish military con-
tinue to talk in terms of possible?
unilateral intervention; if other
means to prevent "a new massacre"
are not found. Turkish forces are
concentrated in the Iskenderun area

Cuba-West
a. The Soviets yesterday fired
another ICBM from Tyuratam to the
Kamchatka impact area which resembled
in man respects
missile fired on 3 December.
a. The Castro drive to "break
the American embargo" is from all ac-
counts in full swing.

5. Zanzibar
a. Charg?icard, who was
arrested at pistol point yester-
day along with a second US diplomat
and four newsmen, was flown out of
Dar-es-Salaam this morning.
b. Their seizure yesterday
shows the basic emotional insta-
bility and anti-American slant of
the new regime.
c. The Tanganyikan government,
concerned over this "serious mistake,"
has sent a mission to Zanzibar to
try to talk sense into the new leaders.
This mission may have had a role in
securing Picard's release.
d. The others involved are at
last reports still in Zanzibar, but
a British ship may be able to take
them off the island later today.

6. Zanzibar-Cuba
a,
the role Cuba may have played
in last Sunday's upheaval in Zanzi-
bar.
b. Havana seems to have at a
minimum provided inspiration and
perhaps gave a little direction.

NOTES
A. Bolivia Yesterday's scheduled demonstration by
Lechin's labor organization was postponed until Mon-
day. When the demonstration does come off, it could
lead to attacks on the US Embassy and other American
property.
B. Jordan Waters UN observers have been put on the
alert for a possible Syrian reaction when the Israelis
begin next week to hook up the Jordan waters intake
system in Lake Tiberias. We consider the Syrians the
most likely of the Arab states to take violent action
against the project.
C. Nepal - Communist China Peiping has offered to build
a highway across the part of Nepal adjacent to India
from which Chinese aid projects have hitherto been ex-
cluded. The Nepalis have tentatively accepted. If
they go through with it, the reaction in New Delhi
will be strong.
