In Ankara, Soviet threats of intervention
appear to be taking effect. Foreign Minister
Erkin/
says there is
now no question of any more Turkish air strikes.
We are not sure the Turkish military are as
concerned as the minister seems to be.
There has been no appreciable reduction
in the degree of Turkish readiness. Some naval
craft have left Iskenderun, but these are
apparently taking part in land, sea, and air
maneuvers announced by the Turkish press on the
18th.
On the island, no major outbreak of fight-
ing seems threatening. Turkish Cypriots are
feeling the pinch of the economic blockade,
however, and eventually may be forced to break
the cease-fire.
2. Congo: The military situation remains
precarious, although government forces have
had some moderate success recently.
A rebel force approaching Bukavu was routed
late last week. Government troops are now mop-
ping up, and morale in the city has soared.
Government troops have also taken Kabalo,
a North Katangan rail center west of Albertville.
Hopefully, this will add to the already reported
panic of the rebels holding the latter city,

The rebels, however, are now reported
active around Goma. north of Ruksvn on thp
Rwanda border.
Tutsi refugees from Rwanda are gather-
ing near Goma for an attack on their homeland.
Their exiled king, now in Kenya, is supposed
to arrive in Burundi soon, which will be the
signal for the offensive.

3. North Vietnam - Communist China: There
has been relatively little change in the mili-
tary situation during the past few days.
The Chinese appear to be rebuilding their
jet aircraft strength at Kunming. The number
of planes there was sharply reduced by transfers
to Mengtzu to replace aircraft sent
to North Vietnam.
4. India - Southeast Asia: The Indians are

off" policy in Southeast Asia.

5. South Vietnam: Viet Cong activity appears
to be on the rise. Over-all incidents havan
increased,'
some Communist units
are being relocated, possibly for new operations.
6. Indonesia-Malaysia: The landing in south-
west Malaysia may be the beginning
of a more ambitious program of Indonesian opera-
tions.

7. Indonesia-US: We expect there will be
more anti-US demonstrations throughout Indo-
nesia this week.
Last Friday a crowd in Jogjakarta demanded
and got local officials to take over our USIS
library. Its return in about a week has been
promised.
There have also been reports of contem-
plated actions against Goodyear facilities,
although our embassy has government assurances
this will not be allowed.
Sukarno's speech on 17 August--kicking off
the anniversary celebration of Indonesian inde-
pendence--contained several anti-US thrusts,
which can only encourage Indonesian Communist
agitation aimed at the US. The speech aligned
Indonesia more explicitly than ever before with
such regimes as North Vietnam and North Korea.
8. Laos: Tripartite talks appear set for 24
August in Paris.

Cuban Trade: 50X1
a Cuban purchasing mission is now in the UK 50X1
to buy $14 million worth of equipment for re-
pairing and maintaining sugar production and
refining facilities. The equipment will include
locomotives for transporting sugar cane to the
mills.

Haiti - Dominican Republic: Another hand-
ful of rebels landed late last week. The
government claims to have everything under con-
trol, but is obviously worried.

Duvalier's Chief of Staff, General Constant,
says the government has gone on a war footing.
He thinks the regime cannot stand the strain
and expense and predicts it will collapse in
the not-too-distant future.
Both Haiti And the Dominican Republic have
strengthened their forces at the southern end
of the border. The Haitians have apparently
captured a Dominican on their side of the bor-
der and the Dominicans have demanded his return.
12. USSR-Afghanistan: We have for the first
time seerie-VITeTje?OT Soviet SAM equipment in
Afghanistan. The deal appears to have been
arranged in a hurry so the equipment could be
displayed on 23 August, Afghan independence day.
Except for prestige value, the SAMs will be of
little use for quite a while, and the Afghans
will continue to depend on AA artillery along
with MIG-15s and MIG-17s for air defense.
13. Pakistan - Communist China: The Pakistanis
have decided to accept a Chinese Communist loan
offer.
we suspect the
deal will be largely a credit to buy Chinese
goods.
