Congo 2. Laos a. In Elisabethville yesterday afternoon, Tshombe agreed to give the UN easy entry into Kolwezi and to order the gendarmerie to remove all mines and demolition charges and turn in their weapons. b. The UN will move in Monday. Tshombe is allowed to keep a body- guard of one gendarmerie company largely because he claims one of the mercenaries tried to assassinate him. If true, the incident would suggest Tshombe may not be able to hold his last-ditch followers in line. c. A company of Leopoldville's finest is now in Elisabethville-- Anany's personal bodyguard. It num- bers 150 victory-suffused "para- commando" rowdies. The UN is having some difficulty keeping order. d. Spaak is suggesting another US-UK-Belgian top working-level con- ference to work out common plans for where we go from here. a. Cuba b. Souvanna told Ambassador Unger that if there is another shootdown of one of our supply planes, he would be unable to accept responsibility. Unger is afraid that if there is another in- cident under present arrangements, Souvanna may throw up his hands and ask us to call the whole thing off. c. To avert this, Unger sug- gests we charter a few planes to Souvanna's government and see how and if it manages to supply the Meo with them. a. The Simferopol docked in Havana early last evening. Hart confined himself to pleading for unity and solidarity, mentioning neither. For the past week radio Havana has been broadcasting fabri- cated news reports of an alleged re- volution in Nicaragua. b. pro-Castro Nicaraguan revolutionary, Carlos Fonseca Amador, has crossed into Nicaragua with a band of some forty guerrillas whom he has been training in Honduras. Presumably they intend to light a fire before the Presidential elections on 3 Feb- ruary. c. Nicaraguan security forces have been alerted and can probably contain the intruders. a. Fundamental differences in approach to the task of evaluating the Alliance for Progress program have arisen between former Presidents Lleras and Kubitschek. The Spanish Foreign Minister says Spain has not ruled out the pos- sibility of a simple five-year ex- tension of the base agreement,given "satisfactory reciprocal actions" on our part. b. The Spanish are now working up a list of suggestions to illustrate what they mean by this. They hope to have it ready by early March. c. Spain, he says, does not wish to join NATO, but rather, be regarded as a close collaborator.. They do want associate membership in the Common Market, but are not asking our help to this end. Berlin The Brandt-Khrushchev visit was abruptly called Off yesterday after a stormy session in the West Berlin Senat when the Christian Democrats (despite Adenauer's approval of the meeting) threat- ened to withdraw from-the West Berlin coalition if he went through with it. Brandt has told Lightner the incident has gravely damaged his standing and future cooperation with the Christian Democrats in Berlin will be very difficult to achieve. B. Bulgaria-US Bulgaria has appointed a new minister here and promoted the old One, while puttigg out other feelers for an improvement in relations. Sofia's food shortages (rationing has had to be re- instated) probably have much to do with this. C. Communist Bloc Peiping's delegate to the East Ger- man Congress was drowned out this morning by whistles, boos, foot stamping, and shotts as he launched an at- tack on Yugoslav revisionism. Peiping's media have so far ignored the congress, Khrushchells speech and his call for a truce. D. Ghana-US Ghana has declared Dr. Nydell, our regional medical officer in Accra, persona non grata on charges of participation in a plot to assassinate Nkrumah. Ac- cra also-asked that we transfer Cultural Affairs offi- cer Davis for reasons which it says it prefers not to disclose. Hungary The Hungarians have issued a series of stamps honoring Soviet and US astronauts, but quickly withdrew from circulation the one honor- ing Carpenter. It seems he was put on the one with the highest denomination, which was taken to imply US superiority. Hungarian philatelists are having a field day. G. Togo Gru- nitsky will be keeping the foreign affairs port- folio himself, along with defense and interior. Meatchi gets public works, communications, and edu- cation. H. Hong Kong Peiping has protested to the ?British ? that urban renewal work being carried out in the ? walled city of Kowloon violates Chinese sovereignty and cannot be tolerated. Actually, this area is a Chinese exclave lying entirely within the Crown Colony, and the British have been very circumspect in exercising jurisdiction there. The result has been a center of crime and vice. Peiping probably feels it has to make a gesture in view of Khru- shchev's sarcastic references to Chinese tolerance toward Hong Kong.
