The assembly met through the night in camera on the row between ex-chief negotiator Illueca and Foreign Minister Eleta. and passed a resolution which endorses the Robles govern- ment's standing position on the Canal negoti- ations with the US. More important, the as- sembly gave a vote of confidence to Eleta thus winning another important point for the govern- ment. There may well be further extremist agitation, however. The students have called a meeting tonight with certain leftist unions and other radical groups to plan more demon- strations tomorrow. There is talk of a general strike. The students' leader, Victor Avila, has has opposed pro-Castroite demands for violent demonstrations against the Canal Zone. Avila wants instead to concentrate on arousing re- sentment against President Robles and the national guard. The students' communique issued after yesterday's demonstration was thus addressed to all "democratic and patriotic sectors interested in a change in the political scene," but cautioned against "headlong action." This is suggested by a re-check of past photography, which appears to show that hull assembly began about June 1962. In the Soviet Navy the G-class submarine carries three surface-launched missiles. The Dairen submarine looks completed, but we can- not tell to what extent it is fitted out. We doubt that it is armed according to Soviet specifications. We think the Chinese are working hard to develop the missiles and warheads themselves, but consider this submarine far from operational as a missile launcher. 5. Italy: The results of the nationwide municipal elections spell trouble for the Moro government, and it may collapse soon. The Communists registered their highest (26%) and the Moro's Christian Democrats their lowest (37.4%) vote in these elections since the war. He apparently has been advised that the French aircraft industry could produce engines for the Concorde in about three years'time, should the British pull out. This seems unduly optimistic.
