1. Laos
a. The T-28 strikes seem at
least to be causing some pain among
the Communists.
c. Peiping claims this morning
that a Chinese official was killed
and several injured in the attack
by "American-made" planes on Khang
Khay Thursday. The officials were
members of the Chinese "economic
and cultural mission" there.
e. Phnom Penh's claim yester-
day that a South Vietnamese plane
bombed a Cambodian village on Thurs-
day will contribute to Peiping's
outpouring of propaganda against
US air activity in Southeast Asia.

Liberation Front recently broad-
cast a claim that the front was
attracting support from "high rank-
ing officers and officials in the
present Saigon administration."

d. Brussels continues to pro-
mote a broader government including
opposition elements drawn both from
the right and left
e. Justice Minister Bomboko
has been added to the list of pos-
sible premiers./
f. In Kivu, Mobutu's forces
have launched their long-awaited
"massive offensive" against the
rebels. They seem to have made
some gains initially, but the Congo
Army's successes are usually short-
lived. There are signs of new
trouble brewing in Stanleyville

b. Donald Reid is convinced
this group was responsible for blow-
ing.up the army's main ammunition
dump. Thursday night. He had pre-
dicted the leftists would resort
to some such violence this weekend
to keep their movement alive.
d. There is also the problem
that the loss of so much army am-
munition--
may upset the delicate balance of
power among the armed forces.
a. The Castello Branco gov-
ernment Will probably cancel. the
political rights of more politicians
before the power to do so runs out
Monday.
b.. Castello Branco says, how-
ever, that no attempt will be made
to extend these "exceptional pro-
cedures." He told Ambassador Gordon
that they had been necessary to
clean up the mess left by Kubitschek
and Goulart and set the country on
the road, to "honest democratic gov-
ernment."

c. Popular reaction to the
cancellation of Kubitschek's rights
continues to be mild. Even his
Social Democratic Party has not
seemed particularly upset, though
the signs are that it will try to
use the issue to extract carrots
from the government:
d. Kubitschek, fearing immi-
nent-arrest or worse, has asked
for asylum in the Spanish Embassy.
Spain's ambassador says the former
president acts like a beaten man.

NOTES
A. Zanzibar Karume has seemed particularly
nervous these last few days. A midnight cur-
few has been slapped on the capital city,
patrolled by Tanganyikan police with auto-
matic weapons. Karume assured Carlucci yes-
terday that, despite his recent announcement,
he did not intend to issue arms to all ex-
servicemen on the island.
B. Guatemala Rumors of an imminent coup con-
tinue to circulate in Guatemala City.7
C. USSR - East Germany A reading of the full
text of the new friendship treaty confirms our
feeling that Khrushchev has no intention at
present of blowing up a storm over the Western
position in Berlin. While similar to other
Soviet satellite friendship treaties, it ex-
plicitly reaffirms the 1945 four-power commit-
ments in Germany as well as Soviet control over
Western access rights.
D. USSR - East Germany - Poland An unusual de-
ployment of bloc ships into the North Sea and
Atlantic suggests that the first Warsaw Pact
naval exercise outside the Baltic may be under
way. Two Polish submarines and two East Ger-
man destroyer escorts have left the Baltic
since 8 lune, something they rarely do. Soviet
ships are also out.

E. Nigeria Labor leaders have agreed "pro-
visionally" to call off the 13-day old general
strike on Monday. Government and union nego-
tiators still have some loose ends to tie up,
however, and it will be some time before the
reverberations'from this politically hot issue
subside.
F. Venezuela The decision by Central University
to expel students who fail their exams for
two years running, which will hit professional
student agitators hard, has led to a student
strike This could blow up into the first
major crisis of the Leoni administration.
G. Italy Mor0 yesterday got the green light from
his coalition for a Vote of confidence next
week
We agree the government should not have much
trouble passing this hurdle.
H. USSR-Congo UN officials report that Soviet
delegates are taking a new marked interest in
Congolese developments. Instead of feigning
indifference as before, they are now interested
in "every report from Leopoldville they are
allowed to see." In addition to being lured
by the .strong smell of trouble in the Congo,
Moscow probably is concerned over Peiping's
? active effort to gain a foothold by supporting
rebel movements.
