Berlin US authorities in Berlin confirmed by telephone last night that ,a Soviet force, including at least 13 tanks and 5 armored personnel carriers, has moved into East Berlin and assembled just off Friederichstrasse about six blocks from the checkpoint. Earlier the Soviet Commandant stated in a letter to the US Commandant that "the sending of armed patrols into East Berlin will be considered an act of provocatory armed penetration into the territory of the GDR" and warned that "such acts involving application of force will be stopped by countermeasures from our side." In another letter, he warned that further US helicopter flights over East Berlin would be met with "necessary measures." Soviet Party Congress A. The new attacks on Molotov yesterday. led by Pavel Satyukov, one of Khrushchev's inner circle of assistants, was a clear . attempt to link the anti-party group with the Chinese and Albanians,- as well as to establish that the group is un- repentant and deserves further punighment. Be If Molotov did in fact attack.. Khrushchev's program as "revisionist" and appeal to foreign parties for support, as he has now been charged, it would appear that he believes there is substantial anti-Khrushchev sentiment at the Congress. We have seen no evidence of such, but since Khrushchev controls the rostrum and the preSs we would not expect to see anything but the present adulation. Nevertheless, we continue to suspect that the Congress is not following its original scenario. C. In contrast to Chou En-lai's plea to the Party Congress last week not to fight over Albania in public, Peiping is now publishing full details of Khrushchev's charges and the Albanian reply, and has again endorsed Premier Hoxha. Soviets attack Boun Oum Pushkin has asked Ambassador Harriman that the US "use its influence" to see that Souvanna has a free hand to choose the eight neutralist members of his cabinet without interference by Boun Oum. Negotiations on cabinet make- up re presently stalled by inability of the three princes to agree on a meeting site, but the Soviets evidently believe that Phoumi has persuaded,Boun Oum to sabotage the talks.
