1. Cyprus
a. With the Cyprus issue about
to go before the Security Council,
the situation has eased a bit for
the moment.
b. There were scattered skir-
mishes yesterday and this morning,
but no major clashes. Nevertheless,
British forces on the island are
battening down for further trouble.
Added reinforcements have been
brought in and some 1,200 dependents
are being evacuated.
c. At least three Turkish villages
are encircled by menacing Greeks.
This morning a British force was re-
ported en route to aid one of these.

2. Greece-Cyprus
h. Inonu was personally con-
cerned, but he reiterated his pledge
that Turkey will not intervene while
Cyprus is being discussed at the
Security Council, always provided
that no new massacres take place.
i. The next act will be per-
formed before the Security Council
today. The Greek Cypriots, who felt
that the British appeal to the UN
on Saturday was not sporting, say
they will go to the General Assembly
if they get no satisfaction from
the Council.
a. Virtually complete returns
give Papandreou's Center Union Party
a substantial 52.7% of the vote and
a thumping majority of 174 seats in a
300-seat parliament., Both right and
left lost ground.

3. Zanzibar
b. This should give Greece a
more stable government than it has
had and one which can deal with
greater confidence with the Cyprus
problem.
c. We are not sure how
Papandreou will play this issue.
While he will support Makarios'
position at the UN this week, he
may be more of a restraining factor
on Greek Cypriot extremism than his
immediate predecessor.
a. The Karume government, divided
and fearful, has never really grasped
the nettle and tried to restore law
and order on the island.
b. Asa result, a new round of
violence remains a distinct possibil-
ity,.Large quantities of weapons
are still on the loose and at least
six different groups of armed men
are at large.
c. These range from the Tan-
ganyikan police, apathetic in their
barracks, through a potentially dan-
gerous band of "security police"
just organized by a leading Communist;
to the gun-brandishing followers of
"Field Marshal" Okello.

4. Somalia-
Ethiopia
d. Few of these are responsive
to government control and even Karume's
leftist ministers are getting worried.
a. The cease-fire has not yet
taken effect in the remote Ogaden
region.
b. Both Addis Ababa and Mogadiscio
had agreed that firing would stop along
the frontier at noon yesterday.
c. The word does not seem to
have reached troops on the line, and
there were exchanges of fire yester-
day afternoon.
d. We note, however, that it was
several days before the cease-fire
between Algeria and Morocco was
fully effective.

5. USSR-US
East Europe
a. In contrast to their usual
low-key treatment of defections, the
Soviets have presented us with a
formal governmental protest on the
Nosenko case and are hinting that it
could lead to their withdrawal from
the Geneva disarmament talks.
b, We see no other signs that
they plan such a step and are inclined
to doubt they would find the Nosenko
affair a prudent or credible pretext
for breaking off.
a. Old Stalinist Ulbricht, who
has been unhappy with Czechoslovakia's
liberalizing tendencies for many months,
has now taken the almost unprecedented
step of publicly and officially criti-
cizing a "fraternal" East European party.
b. This sort of thing has generally
been reserved for the heretic Chinese,
co
denounced the infection which
is "reaching us from Prague."

deplore the actions of three East
European regimes in signing trade
agreements with Bonn,which,in
effect2accept West Berlin's in-
clusion in West Germany.
e. Implicit in these complaints
is criticism of the USSR for letting
this sort of degeneration go on.
7. Cambodia a. We now have the text of
Sihanouk's latest ultimata.
b. He says that if the "US
and its friends" refuse to call a
neutrality conference by the end
of April, he will recognize Hanoi
as the government of "all Vietnam."
If we still refuse at the end of
May,he will personally go to Hanoi
and Peiping to sign mutual defense
pacts.
c. Meantime, he will build two
new jet air bases "with Chinese help,
and buy new jet aircraft from the
USSR and France.
e. Thus, the prince says, if
the US does not give Cambodia "the
elementary satisfaction we ask..8
the balance of forces in Southeast
Asia will be completely upset."

8. South Vietnam
a. General Khanh is consider-
ing several moves to make his regime
more attractive and effective at
the local level.
b. One of these is a scheme to
increase rural participation in the
central government. Another is a
broad new training program for
rural administrators.
c. The week-long cease-fire
which the Communists proclaimed for
New Year's expires tonight.
d. Ambassador Lodge this morn-
ing registered with Khanh our serious
concern over the rising rate of Viet
Cong terrorism against Americans.
Khanh promised to bring every security
asset he has to bear on the problem.
e. Lodge cautions, however,
that we must expect further inci-
dents and casualties.

NOTES
A. USSR Nothing startling emerged from the central
committeeplenum which closed on Saturday. Never-
theless, there could have been a closed session
on the last day, dealing with such issues as
top-level personnel changes and China.
B. Belgium-Congo Brussels has agreed to send 100
additional Belgian officers to help train the
Congolese Army. The Belgians are quite prepared
to permit their officers to take part in training
activity at the line battalion level so long as
the units are not engaged in combat or "pacifica-
tion" missions.
C.
Thailand-Laos ?Bangkok has put its forces along
the Laotian frontier on the alert and sent rein-
forcements to the area opposite Thakhek. The
Thais are nervous about the slow seepage of the
Pathet Lao toward the Mekong valley
We doubt that the Communists
see any need to attack major Mekong valley
centers at present.
D. Berlin Passes West Germany and West Berlin have
rejected East German proposals for new pass
arrangements to cover Easter and Whitsun. The
East Germans are keeping the door open, hoping
to exploit differences in attitude between Brandt
and his supporters and the Erhard government.
