in different places On the subject
of Soviet MIGs this weekend, but did
say publicly yesterday that Moscow,
had given assUrandes, these WOuldlw
delivered as originally promised.
b. -There is no question, at
least, ?that Nehru seems confident
the planes will be received by
December.
c. Moscow may indeed have
reversed the decision to hold up
delivery in the light of continued
Chinese criticism of its stand on
Cuba. On, the other hand, Nehru may
be trying to pressure Khrushchev
into doing so.
d. Such a gesture would be
important both to Moscow and India
as a counterweight to our aid and
?a reaffirmation of India's nonalign-
ment.
e. Peiping's Peoples Daily yes-
terday carried NehrUTg-giaement
that Moscow had decided to deliver
the MIGs after all. Alongside it
was a story that the US was speeding
up its airlift of arms and men to
assist India's invasion of China.

North Korea North Korea has apparently recalled its
ambassadors for consultation just as Communist China
did late last month. The Koreans have been increasingly
vocal in support of the Chinese position on Cuba and
India.
USSR/Nuclear Testing Moscow radio yesterday displayed
sensitivity to British press reports that Britain will
begin a series of tests. This, it said, would "seriously
complicate" negotiations, just at a time when agreement
on ending tests is "very close."
Colombia A political snarl is developing in Colombia as
opposition grows to the government's new austerity
program now before congress.
