1. Berlin air corridors
Yesterday's Soviet announcement in the
Berlin Air Safety Center postponing
"indefinitely" further corridor
"reservations" probably reflects a
desire to stop short of risking a
show-down test of stamina on air
access. Their immediate aims in this
manipulated crisis were to point up
the vulnerability of the air access
routes and emphasize the USSR's stated
refusal to maintain the status quo for
a prolonged period. The Berlin press
and population have reacted calmly to
the flap and appear to be taking it in
stride.
2. Laos a) Souphannouvong again rejected
truce at Nam Thai'
/He insists political
agreement comes first and removing
the pressure in the northwest would
only release Phoumi's forces for
action elsewhere.
b) Phoumi last Sunday informed his
military commanders "I still affirm
to you that the government can no
longer accept a Souvanna administra-
tion. Therefore, I must have every
measure taken to meet all eventuali-
ties, enemy attacks, or cessation of
American aid."

3. Latin American
developments
a) Violent anti-Jagan rioting broke
out yesterday in the British Guiana
capital with mobs attacking government
headquarters and looting and firing
the business district. British
troops, hard pressed to hold them,
have landed reinforcements. We have
no further information as of this
morning.
b) The Dominican Council of State,
alarmed at Thursday's Communist-
inspired anti-American demonstrations
and fearing more to come, has been
planning the arrest and deportation
of key leftists and Communists.
c) We expect a rise of several
degrees in Brazil's political tempera-
ture when Quadros returns next month.
His supporters are busily charting
a comeback course for him. 50X1

e) The rest of Cuba's OAS delegation
here expect to head for home today.
Havana has already been requested to
stop their pay checks.

'Peiping might
consider raising its London mission to Embassy status.
Ambassador Bruce believes the British would respond enthu-
siastically to such an offer.

Our consul in Surabaya reported simultaneous attacks last
night by unknown Indonesian groups on our USIS office, consul
and vice consul residences and against the Japanese consulate.
He notes some damage from stones and paint but no injuries.
Police response was immediate. We would judge that the West
New Guinea issue was behind these attacks which were totally un-
related to :he Attorney Generals visit. He was in Bandung
yesterday.
