WON TSHOMBE-ADOULA ACCORD, WHILE ADMITTEDLY PRECARIOUS REPRE-
SENTS A MILESTONE IN OUR CONGO POLICY. HE FEELS TSHOMBE WILL FIND
IT HARD TO GET OUT FROM UNDER AND STILL RETAIN CREDENCE WITH HIS
