The shadow boxing between General
Suharto and President Sukarno continues
over the formation of anew cabinet.
Sukarno is using what maneuverability
he has left in an attempt to assure
that he has some influence in the new
cabinet and Suharto feels he cannot di-
rectly challenge the President. The
resulting cabinet list, expected to be
announced next week, is likely to be a
compromise and perhaps only transitory.

Belgian officials in the Congo
doubt that Mobutu will respond favor-
ably to Brussels' warning this week
that he must change his ways if he is
to continue receiving Belgian aid.
Mobutu was faced this morning with
another potentially serious challenge
to his authority in the interior. Long-
smoldering tensions between Katangese
and other troops in the military estab-
lishment erupted into open fighting in
Stanleyville. Thus far the trouble is
confined to that city, but there is
some danger that it might spread. Some
of the Katangese soldiers involved are
known to be sympathizers of Tshombe.
4. Rhodesia It has been nearly nine months
since Smith's independence declaration.
