Congo a. The confusion increased slightly during the weekend. b. In Leopoldville, talk persists of a round-table conference of leaders of all persuasions. Tshombe, who has now talked to Adoula and Kasavubu, seems to favor such a conference. e. It is far from clear what a round-table conference of person- alities such as these could profit- ably discuss. f. In any case, the legal authority of the present government under Adoula presumably expires tomorrow. Italy h. The identity of the Albert- ville rebels is still not clear to us. Soumialot, the grey eminence behind the Kivu rebellion, is said to have left Bujumbura last Thurs- day to go to Albertville. We are not certain that he instigated the latest flare-up there, but he probably would like to get credit for it and establish some control- ling contact with its leaders. i. The reported assassination in Albertville of North Katanga President Sendwe has not been con- firmed. a. President Segni will resume tomorrow the consultations he began on Friday about a new government. As a starting point, he is thinking of asking Moro to have a shot at forming another center-left govern- ment. b. Reconstitution of the old government just as it was, however, would seem to be out of the question. C. Nenni, for instance, wants to get back to his post at the helm of the Socialists. Cyprus d. The Christian Democrats are also in serious disarray and have postponed their national con- gress which was to have convened next Saturday. e. Much essential legisla- tion remains in limbo, and a govern- ment with the proper authority to bring in budgets must be found by the end of July at latest. f. The Communists are jubilant and have moved fast to make hay. Togliatti interrupted a central committee meeting in Rome on Friday, and sent all the comrades home to heat things up. We expect the Com- munists to rock the boat as much as they can by strikes and agitation. g. rightists group o has been planning a "national demonstration," designed to provoke a Communist counterdemonstrat ion. This sort of thing can also be expected to increase. a. Isolated exchanges of fire went on all weekend, mostly in the northwest part of the island. The question of a Chinese trade mission in Rome is apparently still under discussion. Rome says that no political implications should be read into these developments. B. Panama C. Dominican Republic Manuel Taveres, last of the original triumvirate that took office last September, has resigned, and apparently will not be replaced. Never particularly effective in his job, he had been talking of resignation for some time. This is another symptom of the Dominican malaise, which grows deeper. The Dominican Republic will be $56 million behind in its external payments by the end of the month. D. Maphilindo There is less and less chance that there will be any follow-up on the proposals mooted at the Tokyo summit. The Tunku has politely rejected Macapagal's proposal for a foreign ministers meeting.
