India-China a. Indian forces, falling back under heavy Chinese attack in three sectors, have lost both Walong, the gateway to the Assam plain, and Se La, southeast of Towang. b. At last report, the Chinese were still advancing in strength in both areas as well as in Ladakh. c. Nehru addressed the Indian parliament this morning in grave tones. He said that he was ready to consider a formal declaration of war against the Chinese, and was seeking "all pos- sible help" from friendly countries. d. Yesterday, New Delhi had commandeered all domestic civil air- craft to rush reinforcements to the Walong area. Embassy New Delhi reports, however, that Indian Army headquarters is in a state of shock and disorganiza- tion with no clear defensive plan. e. The Indians are preparing a request for immediate US airlift help, and Ambassador Galbraith says they will need and are "urgently willing" to ac- cept US pilots. Cuba a. Beginning early yesterday morning, Cuban antiaircraft units were under orders to fire on US planes. All civil flights over Cuba (except crop dusters) were cancelled "until further orders." The orders were temporarily suspended during the night but are in force again this morning. c. The US high-level reconnais- sance aircraft which overflew Cuba yesterday returned unscathed. Photog- raphy from the mission reveals no sig- nificant change from previous missions at the Remedios IRBM site, the Sagua la Grande MRBM sites, or at the two SAM sites observed. d. The Chinese Communists are missing no chance to feed Cuban belli- cosity. West Germany 5. UAR-Arab states a. Nasir's clandestine "Voice of the Arab Nation" radio is taking a more strident line than ever against the regimes in Iraq, Syria, Jordan and Saudi Arabia. b. Its broadcasts on Friday, for instance, urged the Arab people to liberate Syria from "the agents and opportunists," "take vengeance ...on Qasim and his treachery," and kill Saud and Husayn. One harangue concluded, "Arab officers in all the Arab countries: This is the revolution, and this is the decisive battle. Get your arms ready to destroy reaction and the palaces of treason and to exterminate secesSion. Get ready-, for the hour of action has: struck."
