l. Borneo
a. Although the British are re-
gaining control of the populated cen-
ters in Brunei the fighting is not
over.
b. British and Gurkha troops
have restored order in Brunei city and
reportedly have retaken some installa-
tions at the oil centers of Seria and
Kuala Belait.
d. There was no general uprising
in Brunei and political leaders in Sara-
wak and North Borneo, even those oppos-
ing the proposed Federation of Malaysia,
?have unanimously, denounced the insurrec-
tion.
? e. The revolt itself, which bears
all the earmarks of good coordination
and organization, was the work of the
"North Kalimantan (Indonesian for Borneo)
National Army."

g. Singapore officials are also
nervous about possible sympathetic riots in
Singapore by the Barisan Socialis,- party,
which is publicly supporting the revolt.
a. Peiping's latest demand for rapid
Indian agreement to the Chinese terms ap-
pears to be aimed largely at the six na-
tions meeting today in Ceylon and designed
to convince them that a resumption of hosti-
lities is the only alternative to Peiping's
proposal.

b. At the same time, while placing 50X1
emphasis upon settlement by negotiations,
the Chinese appear to be making contingency
plans, at least, for further military ac-
tion against India.

was finally ready to be flown down yes-
terday. We have no word yet on its de-
livery.
b. Meanwhile, Adoula is suddenly
sounding more chipper, for reasons un-
known. On Saturday he was even talking
of dissolving Parliament if it went ahead
with discussions against the "U Thant
plan."
c. Gullion still believes that the
Adoula government is drifting toward col-
lapse.

sile-related transporters" at Mayan i Ar-
riba some 40 miles from Guantanamo.

now appear to be some sort of special

d. Equipment at the former cruise-
missile site near La Sierra on the south
coast appears to have been moved to Campo
Florido, ten miles east of Havana. We
cannot yet determine whether this is to
be a launch site.

NOTES
A. Laos Phoumi gave the cabinet on Friday a glowing
account of his talks with Khrushchev, Chen Yl and
Ho Chih Minh during which he was promised all manner
of nice things. Souvanna commented that he hoped
soon to send Souphannouvong to the Western nations.
B. Iraq Mulla Mustafa, the Kurdish rebel leader, says
he intends to attack Kirkuk, in northern Iraq, where
Iraq Petroleum Company has large installations. IPC
officials are braced for attacks on their installa-
tions, but the Iraqi army, has thus far been unable
to protect them from sabotage of pipelines and pump-
ing facilities.
C. Pakistan Ayub has told Ambassador McConaughy he
hopes to have a team ready to negotiate with India
in ten days or so. He wants no US or UK mediator,
but he thinks Eugene Black might be very helpful as
an "observer and honest broker to whom both sides
could turn."
D. Israel-Syria Ben Gurion has now said that for a
few days he would keep Israeli tractors out of the
area of last Tuesday's incident. This may postpone
a new flareup while the UN teams do what they can
to cool things off.
