Castro has written U Thant saying that the IL-28s belong to the USSR and that if the Soviets want to Pull them out in order to advance negotiaticins they are free to do so. He added, for sour grapes, that the planes were intended for defense, "but are outmoded equipment compared to modern antiaircraft defenses.. b. Castro stressed that while the decision regarding the IL-28s was up to Moscow, the decision against inspection and aerial surveillance is wholly Cuban and will be maintained. c. The letter made no reference to Castro's "five points," which suggests he has been unable to per- suade the USSR to make these conditions for a settlement. d. The new letter was publicized by Radio Havana shortly after a Mikoyan meeting with Castro and top Cuban officials--the first such official meeting known to have tran- spired in two weeks. e. Moscow has made no comment so far. India - a. India's retreat from major Comunist defensive positions at Se La, Walong, China and Bomdila in the northeast puts the Chinese Communists in a position to occupy all the territory they claim in the Northeast Frontier Agency, just as they have done in Ladakh. b. We have no firm reports On Indian losses in the action, but apparently they are large and involve entire units. c. In Ladakh the only fighting reported is in the Chushul area. The airfield there has been under enemy artillery fire, but at last report the garrison still holds. Pakistan a. A high Pakistani official has, for the first time, publicly voiced the fear that the Chinese advance endangers Pakistan. The minister of communications told reporters on Monday that a state of emergency might have to be declared. b. A special session of the National Assembly meets tomorrow to consider the repercussions of the Indian border war. c. However, public outcry against Western arms aid to India has reached a crescendo, drowning out all other considerations. Even if Pakistani leaders begin to see the need to re- consider their policy on the border war, their freedom of maneuver is limited. As expected, Khrushchev has again resorted to organizational palliatives to cure chronic economic b. This parallel system will obtain at every step of the party's administrative ladder, will require a multitude of new organizations and will entail mass transfers of key personnel. d. For the-short run, at least, it is hard to see how serious dis- ruption and confusion can be avoided. .e. Presumably the newly created USSR Council of the National Economy will have the job ?of straightening things out. ,f. ?With the creation of this organization, the pendulum swings back to the situation extant before the industrial reorganization of 1957 when there was a single organization at the center responsible for management Of the entire economy. Apparently there has been a need to strengthen and centralize political control over the economy. g. ,Something more than Khru- shchev's passing reference to profit incentives will be needed before these are widely adopted. h. Without these, and with reduction in authority of local managers implicit in the new plan, the chances for improved performance are not great.
