Each side continues building its case
for the confrontation. Souphanouvong
departed yesterday for Geneva via Hanoi.
His mildly worded farewell reflected
the opposition's tactic of adopting a
passive posture. Boun Oum and Phoumi
are scheduled to depart Vientiane Sunday.
The former, in his speech requesting
Assembly approval for the trip, charged
Souvanna Phouma was pro-Communist and
a Vientiane cabinet spokesman has
announced the government will never
give up the Defense and Interior port-
folios.
Thai leaders view our Laos policy and
delay in firm military and economic
aid commitments to Thailand as "doubly
negative." Sarit and his Foreign
Minister have been particularly blunt
in reasserting their conviction that
a Souvanna Phouma government means
eventual Communist control of Laos
with Thailand next on the list.

5. Cuba expanding trade
with bloc to over $1
billion in 1962
Last year it was $850 million, about
three-quarters of Cuba's total trade.
Under a 9 January agreement, trade with
the USSR alone will increase from $550
million to $700 million, ranking Cuba
fifth among Mosdow's world trading
partners following East Germany, Commu-
nist China, Czechoslovakia and Poland.
Cuba's trade with non-Communist nations,
while only $250 million, continues a
vital source of certain industrial
and agricultural imports.

NOTES
A. Pakistan's UN representative has formally requested a Security
Council meeting to consider further action on the Kashmir dispute.
B. The King of Nepal, disturbed by the Goa affair and what he believes
is Indian complicity in exile efforts to overthrow him, is in-
formally seeking from the US an expression of support for his
government against attack by any country, including India.
C. Morocco will accept "at least some" of the military equipment
recently offered by the USSR. The King apparently has
succumbed to Moscow's favorable terms
an early offer of "modern and
sophisticated equipment" from Western sources would have
direct bearing on the extent of a Soviet deal.
D. We anticipate incidents along the Jordan-Israeli frontier
just south of the Dead Sea this week.

E. Once again suddenly reversing his field, Philippine ex-President
Garcia last night, two hours before the deadline expired, filed
a formal protest against Macapagal's election and demanded a
recount.
F. The Soviets successfully launched a probable category "B" second
generation ICBM at 1700 EST yesterday. This is the second
completed shot this year of the newer model and the 17th success
out of 28 attempts to date.

. By neat statistical juggling, North Vietnam has announced impressive
gains for 1961 agriculture output. Our data, however, indiCates
per capita food production last year was in fact no better than
in the poor crop year of 1960 which saw widespread food shortages
and a significant drop in exports. We expect food 'shortages to
recur this spring and Hanoi is already showing concern by
demanding tighter controls on consumption.
I. The Central Government has authorized Gizenga's immediate
arrest and authorized General Lundula to take all necessary
measures to prevent his further. defiance. ,
