1. Congo
a. Tshombe apparently intends
to cut the Congo's ties with Holden
Roberto's Angolan rebels.
c. Undercutting Roberto--
which would just about end his mili-
tary effectiveness--will probably
bring a wave of protest from other
Africans. Even some of the moderate
ones have supported the Angolan
rebels.
d. The fireworks could come
at the OAU meeting in Cairo. Both
Tshombe and Roberto will be there
later this week.
f. There are now reports that
the rebellion in Kivu Province to
the north is spreading and that
Kindu, the capital of neighboring
Maniema Province, is in danger.

2. Italy a. Moro may be about to throw
in the towel.
3. Cyprus
b. The negotiations for a new
center-left coalition, dragging on
since 7 July, are said to have
reached an impasse.
c. Moro's Christian Democrats
and the Nenni socialists are at
loggerheads over economic planning,
city planning, and state aid to
private schools.
d. Another negotiating ses-
sion is scheduled for today, but
Moro apparently expects no solution
and is reported "almost certain"
to give up.

4. South Vietnam
a. The official statistics
on Saturday's two-battalion ambush
attack in Chuong Thien Province
list 30 government troops killed,
91 wounded, and 19 missing. The
Viet Cong lost ten killed.
b. The figures are consider-
ably smaller than carried in press
reports.
c. Another convoy was ambushed
yesterday in Binh Long Province
north of Saigon.
d. Three US officers were
killed, along with 19 South Viet-
namese, according to the preliminary
report.

5. Iraq
a. In a surprise move this
morning the Iraqi Government an-
nounced large-scale nationalization
of private interests.
b. Prime Minister Tahir Yahya
said the decree would hit all banks,
insurance companies, and an assort-
ment of factories and commercial
establishments. No mention was
made of Western oil interests.
c. The Iraqi business com-
munity is reported stunned, as well
it might be, since President Arif
had been promising to protect private
capital and business.
d. With little to go on, our
first thought is that the move may
be intended to bring Iraq's economic
policies into line with those of
its union partner, Egypt. The pro-
Egyptian bloc may have forced the
issue over the protests of other
elements in the Iraqi Government.

NOTES
A. Cuba Cuban trade negotiators abroad have
apparently been wheeling and dealing without
checking with Havana.
B. Cuba-Communists
the Guevara
is arguing the Chinese
Communist line. He believes Cuba's only
salvation lies in pushing revolution through-
out Latin America as soon as possible. His
switch has brought him into conflict with Raul
Castro, who continues to be the Cuban Govern-
ment's most ardently pro-Soviet leader.
C. Cambodia Bangkok and Saigon have started
talks on renewing joint support for the Khmer
Serei (Free Cambodia) rebels. The Diem regime
allowed the Khmer Serei to operate from South
Vietnamese territory, and a rebel radio has
been broadcasting propaganda from a station
in Thailand since last year.
France - Communist China The French are ap-
parently concluding some wheat deals with Com-
munist China and are ready to supply as much
as 1,000,000 tons. The Chinese have already
arranged to import 5,000,000 tons of Western
wheat this year and bought 5,700,000 last year.
The French sold them 1,500,000 tons in 1961-62,
but none last year because of a bad harvest.

E. USSR-Canada We understand that the Soviet
minister of agriculture will visit Canada with-
in a month. He may wish to take soundings on
further wheat purchases.,
F. Rumania-USSR Premier Maurer's delegation got
a good'hand when it appeared at the opening
session of the Supreme Soviet in Moscow on
13 July. This is slim evidence, but it does
suggest Rumanian-Soviet talks may be going
reasonably well. We have had no Other indica-
tions since the Rumanian delegation's first
days in Moscow early last week.
