Cyprus a. Greek Cypriots seem deter- mined to use any degree of force necessary to disarm the Turkish Cypriots. b. The superior fire power of the Greek Cypriots is forcing the Turkish Cypriots to surrender several key areas, and new clashes appear imminent in Nicosia, Limassol, and Larnaca. c. British troops apparently are no longer able to restrain the Greeks. ? d. Turkish Cypriots, disillu- sioned by Ankara's failure to pro- tect them, have begun to demonstrate against Turkey. e. In this situation,the pres- sure on Inonu's government to inter- vene is at a peak. Cambodia g. Signs so far are that the Turks are engaging in another show of force. However, Ankara may believe that it is now or never if the Turkish Cypriot community is to be saved. h. The prospect of a UN peace-keeping force seems, meanwhile, to be receding. Britain, Canada, Sweden, and Finland are the only likely sources of troops, and the latter two countries have indicated a period of training will be required after agreement on financing and terms of reference is reached. a. A large mob in Phnom Penh this morning attacked the US and British embassies. Windows were smashed, cars destroyed, the USIS library gutted, extensive damage was done to the first floor of our embassy, and our flag was torn down. It was a two and one half hour demon- stration. Government sponsorship was obvious. b. Police stood by watching until after the mob made its point, then moved in and sealed the area off. US personnel were unhurt. Sihanouk says he will offer apologies and indemnity, that he, like all Buddhists, deplores violence, but that he can under- stand the rage of Cambodia's people. d. He can indeed. He whipped it up in a harangue Monday night in which he charged our latest pro- posals were an "immense deception," insulting to Cambodia. e. It "proved," says he, that we and our "lackeys" plan to carve his country up. He again threatened to negotiate with the North Vietnamese, the Pathet Lao, and the Viet Cong ("the forces of the future"), and if Cambodia were attacked, his Chinese Communist friends would: come to his rescue. f. There are reports Sihanouk will meet with Ho Chi Minh and Chou En-lai soon. g. A high-level Cambodian mili- tary mission is now in Peiping being given red-carpet treatment. Bolivia Paz' party adherents have scheduled a rally for today to demonstrate mass support for Bolivia's "nationalist, anti-Communist creed." The intention is to strike back at the anti-Paz alliance of rightists and Communists. It will mark the first time Paz' party has assumed a clear cut anti-Communist position. E. Zanzibar Apparently the flamboyant Okello has been , out maneuvered. After refusing him entry and accompany- ing him back to Dar-es-Salaam yesterday, President Karume returned to Zanzibar alone.
