Both sides have given cautious
indications of some "give" on
Bizerte. The Tunisian Defense
Secretary, has pledged no dis-
ruption of "normal" communications
in return for a French withdrawal
to the base area. Paris has
dispatched a political,advisor to
the base commander and has sub-
stituted civil police for the
paratroops on duty outside the
base. Meanwhile, however, there
is evidence that some pAR military
aid to Bourguiba is now en route
via Eastern Libya, and arrange-
ments have been made for the
Tunisian foreign minister to fly
to Moscow today.
There is now firm evidence of
significant drops in industrial
outpUt in the last half of 1960.
Peiping has been notably silent
regarding 1961 economic performance,
leading us to believe that they have
made little or no headway in licking
last year's difficulties./
