Souvanna came back from his talks yesterday with his pro- Communist brother-in-law saying he was "optimistic" and would meet again with Souphannouvong "in a few days." b. We judge that the talks were inconclusive. Meanwhile, the coup group is concerned over Souvanna's efforts to bring the back into the govern- ment, they may yet engineer some of the cabinet changes they have been trying to urge on Souvanna. Pathet Lao coup leaders plan to form a new government if Souvanna does not meet their wishes before- hand. Japan - Communist Bloc 4. .Burma a. The Japanese Ministry of International Trade and Industry reportedly is making proposals for a sweeping liberalization of Japan's trade with Communist countries. b. The ministry claims that its comprehensive plan could lead to a doubling of Japan's 1964 exports to Communist areas, now set for $320 million. c. Among other things, the plan calls for a substantial erosion of COCOM restrictions and a liberalization of credit terms. d. We understand the pro- posals are being quietly circulated among top officials of the governing Liberal Democratic Party. When sufficient high-level political backing is obtained,, they will be considered by the cabinet. a. Ne Win has avoided a show- down with the Buddhist monks by stipulating, that only religious organizations engaged in "political activities" must register with the government. b. Buddhist monks had resolved to defy the regime's registration order, and a direct clash had appeared likely. Maphilindo Talks President Macapagal's formal proposal to Tunku Rahman and Sukarno that the three hold a summit meeting in Tokyo by 10 May, if possible,,holds little promise. Dominican Republic Violence has subsided in.Santo Domingo. The junta called out the troops this morning to restore order and prevent the transport workers' strike from spreading. .Transport service will be taken over by the military if the strikers do not return to work by tomorrow. Argentina We expect a period of labor unrest to begin in.Argentina this month.- The General ? Confederation of Labor plans to set off nation- wide demonstrations on 18 May to protest the government's failure ?to curb inflation,,and enact a minimum wage.
