1. Cyprus a. The Geneva talks are still
stalled on the Turkish base issue.
b. The Turks appear ready to
accept a lease instead of sover-
eignty, but are insisting on an
area larger than the Greeks are now
willing to allow.
c. The illness of UN mediator
Tuomioja has also raised the ques-
tion of whether or not the talks
can continue.
e. The Greeks claim they can
guarantee Makarios will not set
off a major military conflict. They
have called Grivas back to Athens
f. Greek Lt. Gen. Lanaras has
been sent to Cyprus as liaison
officer with the Greek Cypriots.

g. Ankara has made a diplo-
matic appeal to the UN and interested
parties to force Greek Cypriot with-
drawal from the positions occupied
last week.
h. The Turks are also insist-
ing on their right to relieve their
army contingent on the island at
the end of this month. They may
intend to send replacements with
or without Makarios' approval.
i. The UN forces on Cyprus
have managed to place token forces
between the opposing sides at
Kokkina. The Turkish Cypriots
are still in an untenable position,
however, and unless relieved soon
they might undertake some desper-
ate action.
j. Saturday's Soviet state-
ment of support for Makarios is
the strongest yet, but there is
still no evidence of a specific
commitment. The statement does
say, however, that Moscow is ready
to start negotiations on how to
defend Cyprus from invasion.

2. Congo
a. Tshombe has finally been
persuaded to ask for African help.
b. He has written to Liberia,
-Ethiopia, Senegal, and the Malagasy
Republic asking them to put troops
at his disposal.
e. Meanwhile, there are some
signs that the government's mili-
tary position may be improving.
f. Morale is reported "sky-
high" in Bukavu, following the
defeat of a rebel attempt to take
the city last Friday. The rebels
in Albertville are now threatened
by a government force moving from
the south and are said to be in a
state of panic.

3. Indonesia-US
g. The small army garrison
in Luluabourg, however, is reported
frightened by the continued approach
of rebel bands, and troops north
of Stanleyville are still in a state
of confusion.
a. More anti-US demonstrations
are probably in store this week.
b. Sukarno will kick off Indo-
nesian independence celebrations
today with a speech that is expected
to be a rouser,
C. the US
will probably be a special target,
which may beget more of the sort
of thing that happened in Jogjakarta
last Friday.
e. Our embassy has asked the
Indonesians to return control of
the USIS library in Jogjakarta to
us by tomorrow.

Indonesia
a. The reorganization an-
nounced yesterday should allow the
government to tighten its authority
and weed out disruptive elements.
b. General Minh has been
eased out, although Khanh said yes-
terday he would remain as advisor
to the military revolutionary coun-
cil.
c. The reorganization reflects
the views of General Khiem, who is
expected to be Khanh's vice presi-
dent. Khiem may well become the
real power in the regime, although
he and Khanh appear now to be work-
ing well together.
a. Indonesian
troops landed by small boats on the
southwest coast of Malaya last night.
b. A Malaysian battalion en-
gaged them, capturing a few and
scattering the others. One Malay-
sian was killed.

A. Aden Dissident activity against the British
in Aden is likely to increase in the near future.
The Sultan of the protectorate state of Fadhl,
who last month denounced British rule in Aden
and defected to Cairo, is now in Yemen where
the Egyptians presumably plan to put him in con-
tact with the Adeni dissidents.I
B. Haiti - Dominican Republic There are no new
reports on rebel activity, and the government
claims to be in control of the situation. Both
Haiti and the Dominican Republic have strengthened
their forces at the southern end of the border)
however/

D. Cuba-Bolivia-Uruguay The Bolivian cabinet has
apparently voted to break relations with Cuba.
The Uruguayan council of state is also reported
