neutralists on the Plaine des Jarres.
b. With Souvanna's concurrence,
Ambassador Unger has authorized use
of Air America to transport some
artillery (105's and mortars) to

The operation is to begin tomorrow.

financial delegation leaves for
Moscow Friday to tell the Soviets
Indonesia cannot meet debt service?
on obligations incurred for past
military assistance.
b. They are to tell the
Soviets politely but unequivocally
that a moratorium is the only alter-
native.?
c. Saleh also said a break-
through in the oil problem may re-
suit from a compromise suggested by
Caltex for handling the foreign ex-
change problem, which has been a
principal sticking point.
_d. Saleh told Ambassador Jones
on their way to Tokyo that he was
very encouraged and had high hopes
for the Tokyo talks.

NOTES
A. Afghanistan-Pakistan A joint communique is to be
issued today on resumption (after 21 months) of
Afghan-Pakistan relations. Kabul managed to avoid
giving public assurances of good behavior on the
Pushtoonistan issue, but will find assurances it
gave privately very hard to live up to if, as ex-
pected, it is pressed hard by Pakistan-baiting sup-
porters of former premier Daud.
B. Cuba- Haiti - Dominican Republic
Waster Raul Roa
found Bosch and Duvalier "equally distasteful."
Cuba its own problems to solve
is neither interested in nor involved in their
"comic opera antics."
