Yugoslavia a. In a conversation with Ambassador Elbrick at Brioni last week, Tito said he thought that the Rumanians were going much too far in attacking the Soviets. b. He expressed concern lest Western overtures designed to en- courage the Rumanians provoke "dangerous" consequences for them. c. The Yugoslav leader will probably make much these same points when he meets with Gheorghiu- Dej at the border today. This meet- ing may have been arranged after Tito's Leningrad talks with Khru- shchev. d. Tito told Elbrick that he had counseled Khrushchev against an international Communist con- ference on the dispute with Peiping. There will be no such meeting "for the time being," Tito added. e. According to Tito, the US and USSR should be able to get to- gether on the Laotian situation, which Khrushchev finds every bit as "unpleasant" as the US does. Arab World a. Nasir has agreed to re- ceive King Husayn in Cairo sometime in the next few weeks. b. The Arabs' joint military command has been pressuring Husayn to strengthen Jordanian forces by adding Soviet arms. Husayn prob- ably hopes to get Nasir's agreement that Jordan should continue using Western sources of supply. USSR The Soviets are beefing up their border air defenses by deploying late generation, mis- sile-carrying, all-weather fighter aircraft. Thus far these supersonic interceptors have been sent to the Black Sea area, the Baltic and the Far East. Communist China The Chinese Communists may have had some success in their efforts to work up a rump session among disgruntled delegates to the UN Trade and Development Conference. a group of Africans and Asians met several times last week and heard a Peiping man assert that the im- perialists would always be exploiters while China, though poor, would do all it could to extend real, unfettered aid to even poorer countries. C. Morocco Parliament will be voting shortly on a motion to censure the government, and for the first time the fate of a Moroccan cabi- net hangs on the outcome. All of this was set in motion by an opposition party which is try- ing to push the King into action on the "open- ing to the left" he has been hinting at. D. Tanganyika-Zanzibar A few more halting steps toward real union have been made. Thus, the Zanzibari delegation to the union assembly has for the first time participated in a debate and vote. Communist propaganda and representa- tives still have the free run of the island, however, and, inexplicably, a Tanganyikan paper has been leveling charges that the UK and US are out to destroy the union. We have now had a look at both packages from Keyhole Mission 1006, June 9-12. b. Although clouds obscured a number of important targets, the mission did give us coverage of 14 of the 18 Soviet ICBM complexes. No new launcher starts were dis- covered. c. A total of 236 Soviet ICBM launchers have now been identified at the 18 complexes. We estimate that about 190 of these are opera- tional. d. The mission also provided photography of the two major Soviet nuclear submarine yards. Several nuclear-powered cruise-missile submarines were seen, confirming that the Soviets are still placing heayy emphasis on this weapons system. f. There was activity at the Shuangchengtzu missile test center but no missiles were spotted.
