1. Iraq
a. Resistance. to the new regime--
chiefly by Communist elements in
scattered areas of the country--is
waning.
b. Reverberations of the re-
volt are being felt in Syria and
Kuwait, which have been the scene
of demonstrations with a pro-Nasir
flavor.
d. Moscow, probably hoping to
cut its losses, recognized the new
government yesterday.
e.
the new government reveals a strong
admixture of young men. Many of
them are, by Iraqi standards, very
well educated, some in the West.

2. Cuba
? a. One of Castro's main
agencies for nourishing subversion
in the hemisphere, the? Institute
for Friendship with? Peoples, re-
ceived a sizeable budget boost,
(1,300,000 pesos) late last year.
The agency's funds are used in
large part to cover the expenses of,
Latin Americans who are brought to
Cuba.
b. Venezuela was a major tar-
get of Havana Radio's insurrection-
ary appeals again last week, but
nine other Latin American nations
were similarly treated.
c. The government is sounding
pessimistic about this year's sugar
harvest. Fidel's brother, Ramon
Castro, who is in charge of sugar
production in Oriente Province
charged recently that
the whole agricultural picture is in
a sorry state because of government
bungling. 1
d. In a speech this past week-
end, Che Guevara railed against bad
harvesting practices and admitted
that Soviet long-term loans were
necessary because of shortfalls in
sugar output. He reminded his au-
dience in so many words that Cuba
would have a one-crop economy for
a long time to come.1
