1. Tanganyika-
Zanzibar
a. Zanzibar officials, far
from broken to their new union
harness, are resisting Tanganyikan
"domination," especially in
foreign affairs.
b. As expected, the question
of which Germany the union will
recognize is proving a partic-
ularly prickly problem.
c. Karume and his Zanzibari
ministers, after spending May Day
entertaining Communist digni-
taries, arrived at a Monday
meeting of the union cabinet and
insisted that the union recognize
the East Germans or else.
d. Nyerere, considerably
nettled, was just as adamant on
recognizing West Germany. The
meeting broke up after an acri-
monious exchange, and there have
been no subsequent contacts
between Karume and Nyerere.
e. In addition, the Zanzi-
bar element has been talking about
setting up diplomatic relations
with North Korea and North Vietnam
without even bothering to con-
sult officials in Dar-es-Salaam
who are responsible for the
union's foreign relations.

on, Foreign Minister Kambona is
in Bonn talking aid.
a. About the only thing
that is certain in the scrambled
Laotian political scene is that
the coup generals are still very
much in charge of the government.

3. Cyprus
a. Turkish land, air, and
sea forces, including those
alerted for possible intervention
on Cyprus, begin today a major
amphibious operation in the Gulf
of Iskenderun.
b. Called "the greatest
combined exercise" in Turkish
history, it is designed not only
for training but also to show the
Greeks that Ankara is ready.
c. The debate on Cyprus in
the Turkish assembly opened yes-
terday with both government and
opposition spokesmen dwelling
at length on the sins of the
Greeks. .There will apparently
be no attempt to bring down the
Inonu government over Cyprus at
this time.
d. For their part, the Greeks
yesterday charged that a Turkish
plane had violated the Lesbos air-
space and intimated that it would
have-been shot down if the Greeks
had been able to find it.
e. There was scattered fir7
ing at several points on the
island this morning following
quiet Easter observances. Maka-
rios yesterday told Ambassador
Belcher that barring direct jprov-
ocatiOn there would be. no repe-
tition of .,the St. Hilarion action.
We are not very confident of this.

a. There is widespread
foreboding as the Panamanian
presidential campaign rolls into
its last few days.
b. The Panamanian elite,
badly split, have failed to come
up with a candidate who can
match the voter appeal of the
front-running Arnulfo Arias., As
time grows short, the elite gets
more desperate.
a. Prime Minister Williams,
who has dabbled in British Guiana
affairs before, says he has agreed
to mediate the differences be-
tween British Guiana's political
leaders.

NOTES
A. France De Gaulle has resumed an active work
schedule his first week out of the hospital,
and, as far as we can tell, no major reduc-
tions in his calendar are planned over the
next few months. It is still too early to
tell whether he will now seek a second term.
B. North Vietnam Hanoi is trying to build up
the stoOks of Communist forces in south-
central Laos before the rainy season, which
could begin at any time, slows down road traf-
fic in the area. Photography dated Sunday
shows a considerable number of trucks heading
for this area or making ready for the trip.
Some of the supplies are likely to find their
way into the hands of the Viet Cong.
C. Brazil The new government, worried about
the image it is projecting abroad,
d. Cuba-Belgium
Castro is
interested in recruiting Belgian
specialists in agriculture and stock breeding
to work in Cuba.

E. Bulgaria Charg?ohnson reports from Sofia
that there is no basis in fact for the front-
page story in Monday's New York Times con-
cerning Easter riots in Sofia. He reports
that, on the contrary, the services were
impressive and orderly with the regime bend-
ing every effort to avoid the sorry spectacle
of the previous Easter.
F. Indonesia-Malaysia Djakarta is still trying
to pressure the Malaysians into going to the
summit with the wily Sukarno. An Indonesian
general this morning announced that a combat
brigade was being sent to the border prepared
to enter Malaysia at any time.
