1. Cyprus
a. Solution of the Cyprus
problem is still very much up in
the air.
b. After initially agreeing
to the plan for "instant enosis,"
the Greeks have changed their minds.
Papandreou said this was because
they realized they could not impose
the proposals on the Cypriots.
c. The Turks failed to budge
on the sticky question of a leased
versus a sovereign base on the
island. They say they must hold
out for a larger base than proposed
and for some semblance of Turkish
sovereignty.
d. Cypriot Foreign Minister
Kyprianou's departure for Moscow,
scheduled for last Friday, has been
postponed. He arrived in Athens
this morning for talks with Greek
officials.
e. In the past few days, how-
ever, the Soviet ambassador in
Nicosia has been seeing Makarios.
Preliminary negotiations for Soviet
assistance may be going on there.

2. Congo
f. Greek Cypriot leaders are
cautioning against quick acceptance
of enosis as a solution to the
crisis. One spokesman called for
enosis only after the Cypriots had
exercised their right of self-
determination. He said that any
plan for union with Greece which
involved granting a base to Turkey
or NATO was unacceptable.
g. More trouble on the island
may be in the making. Next weekend
the Turks intend to rotate members
of their 650-man army contingent
stationed in Cyprus. Thus far
Makarios has turned down Ankara's
requests for permission to carry
out the move.
a. Some 40 mercenaries--
Belgians, South Africans, Greeks,
and Portuguese--arrived in Kamina
yesterday,and Tshombe's Belgian
military advisor, Cot. Van Der Walle,
returns today to Leopoldville after
consultations in Brussels.

c. Rebel forces, moving down-
river from Stanleyville, have
panicked government troops which
have abandoned Bumba and Lisala.
The rebels are closing on Bumba.
d. Government forces are
doing better in North Katanga.
the force
moving eastward from Kabalo is only
50 miles from the rebel-held capital
of Albertville.
e. Bukavu is calm, but we
have reports that rebel forces are
moving toward the city from Kindu
and Uvira.
f. Ill feeling between Braz-
zaville and Leopoldville is on the
rise as Tshombe continues to expel
Brazzaville and Mali nationals.
g. In Brazzaville, anti-US
sentiment is mounting. Trade
unionists have staged demonstra-
tions before the US and Belgian
embassies denouncing support of
Tshombe and demanding that the
"guilty embassies" be closed. The
Brazzaville National Assembly is
to convene in special session Wednes-
day. We expect it to issue a strong
condemnation of the US and Belgian
roles in Leopoldville.

h. Mali has requested a
special session of the OAU Coun-
cil on 10 September to discuss
the Congo.
a. The jet fighters at Phuc
Yen airfield near Hanoi have been
noted active for the first time
since they arrived from China early
this month.
4. USSR a. Soviet space scientists
had a busy day last Saturday.

5. South Vietnam
b. In two separate operations
they orbited three Cosmos satellites.
They also recovered a Cosmos--prob-
ably a photoreconnaissance satel-
lite--which they had orbited on 22
August.
c. One of Saturday's launch-
ings, designated Cosmos 41, is a
new type of space probe.
I We think the Soviets may
have tried this type of operation
before but failed. We do not yet
know what the function of the vehicle
is or whether it is recoverable.

creased in violence and became
more widespread.

NOTES
A. Afghanistan Twelve Soviet SA-2 surface-to-
air missiles showed up in yesterday's Independ-
ence Day parade in Kabul. We have no informa-
tion on where they are to be based but they
will be of little immediate use to the Afghans.
Air defense will continue to depend on anti-
aircraft artillery and MIG jets for some time.
B. India The Indian Communist Party's series
of "civil disobedience" demonstrations in
?protest against rising food prices began this
morning. The party hopes that its efforts
will culminate in a general strike on 7 Septem-
ber, the date for reopening of Parliament.
The government can probably maintain control
in most instances, but there are likely to be
some violent clashes between police and demon-
strators.

D. Zanzibar Two planes carrying
Russians arrived in Zanzibar on Saturday. The
arrivals apparently were military advisors and
their dependents.
E. Italy-USSR The Soviets are pressing for per-
mission to inter Communist party leader
Togliatti's body in Rome's protestant cemetery,
the Testaccio. Eligibility rules for burial
in Testaccio are stringent and any exceptions
must be approved by a governing commission of
foreign representatives currently chaired by
the Swedish ambassador, Our ambassador is con-
cerned that if Togliatti is accepted it would
turn the historic burial place of Keats, Shelley,
and other Western notables into a Communist
shrine which would be exploited for political
purposes.
