a. A common independent stand
toward Moscow may be bringing Prague
and Belgrade closer together.
b,.. Our embassy in Belgrade
reports that Yugoslav Foreign Min-
ister Nikezic is on a short, secret
visit to Prague.
c. The embassy speculates
that the trip is related to Czech
dissatisfaction with Khrushchev's
removal. Prague has been making
a deliberate show of independence
since that event.
d. At the same time Novotny
was careful in a 12 November speech
to praise the USSR and to affirm
that the country will maintain firm
links with the socialist camp.
a. The Panamanians intend to
send us a long-time Marxist to
negotiate on the Canal.
b. He is Diogenes de la Rosa,
a Marxist economic theoretician and
founder of Panama's first Communist
party. He is scheduled to replace
Jorge Illueca, the present chief
negotiator.

c. De la Rosa criticized Mos-
cow and broke with the Panamanian
party some time after its founding,
but he. has maintained associations
with individual Communists and
supports their causes.
d. During the Panama riots:_
last January, when he was serving
as Panama's ambassador to Venezuela,
De la Rosa condemned "US aggression"
and labeled Secretary Rusk a "strong
colonialist and imperialist."
e. He is supposed to arrive
in Washington next week.
f. Foreign Minister Eleta,
who made the selection, has already
appointed another extremist as the
ministry's coordinator of negoti-
ations.

B. Communist China - Ethiopia Ethiopian recog-
nition of Peiping may be imminent.

C. South Vietnam Huong remains suspicious of
Khanh's intentions, despite the latter's help
in dealing with the student demonstrators last
week, he is afraid that Khanh is mak-
ing a deal with the Buddhists, some of whom he
believes have neutralist or even Communist
backing.
D. Rumania Our embassy reports that non-Commu-
nist French publications are now regularly
available at newsstands in Bucharest. This
is the first time Rumania's Communist regime
has allowed the public to see the Western
press on a regular basis. The embassy specu-
lates that US newspapers may also become avail-
able soon.

E. Communist China - Italy Negotiations for a
trade agreement and for opening of a Chinese
Communist trade office in Rome may be approach-
ing the final stages. A Chinese delegation
arrived in Rome yesterday, ostensibly to talk
with the pro-Communist Italian Committee for
Peace. We believe, however, that one of the
delegation members is a trade expert who has
been involved in such negotiations in the
past.
F. Cuba Castro has cracked down on another old-
line Communist,
We
believe this is a continuation of the conflict
between the "new" and the "old" Cuban Commu-
nists, a conflict Castro has used in maintain-
ing his own dominant position.
