2. Syria
a. The two parties managed
this weekend to extricate themselves
from the talks with a communique
stating they have "agreed" to re-
sume discussions, "some time later."
b. Several East European coun-
tries, in commentaries so similar
that Moscow's guidance seems apparent,
have harshly criticized the Chinese.
c. As expected, the party and
government chiefs of the CEMA member
states are to meet Wednesday in Mos-
cow, for the first time since 1962.
Moscow has also announced an aid
agreement for Yugoslavia and Khru-
shchev's plan to go there in August.
? d. The CEMA meeting may dis-
cuss breaking economic relations
?with Peiping, and will surely deal
with Rumania's recalcitrance. The
Rumanian ambassador in Moscow told
Kohler Saturday that this problem
had been satisfactorily resolved.
a. The regime is still uneasy,
although there has been no shooting
since Friday.

b. Large military units are
deployed throughout Damascus, and
in some sections are conducting a
house-to-house search for pro-Nasir
elements. The severe curfew has
been only slightly relaxed.
c. Negotiations for an Egyptian-
Syrian-Iraqi union have apparently
been broken off. The Cairo press
Is accusing the Syrian leaders of
"unparalled terrorism."

b. Since mid-July stepped-up
military operations and negotiations
with important tribal elements have
reduced royalist activity.
c. Fighting seems bound to
continue, however, around royalist
strongholds in the north.
a. Buddhist leaders, the major-
ity of them still unconvinced of the
government's sincerity, have res-
ponded to Diem's conciliatory actions
with new demands and threats of fur-
ther violence. They are reported to
have given the government .a deadline
of midnight tonight.
b. They are now asking Diem
to release all Buddhists arrested
since the initial incident in May
and to punish officials involved in
repressions.
a. The junta may soon "reduce"
to one strong man, probably Colonel

ficials that needed reforms "can
only be achieved under a strong
dictatorship."

the US Embassy Friday that the junta
believed it possible to hold elec-
tions within a year, but would not
be tied down to a specific date at
this time.

B. Haiti Saturday Duvalier's forces shot up the rem-
EMT of the late Clement'Barbot's insurgent group.
This would seem to eliminate, for the moment, organ-
ized internal resistance to the regime. There are
rumblings of discontent in the army, however, over
the losses sustained in fighting Duvalier's battles.
C. Congo
D. Laos Neutralist forces in the Plaine des Jarres,
151-65ably unnerved by recent heavy shellings, seem
convinced a large-scale Pathet Lao attack is brew-
ing. The Pathet Lao may be encouraging this belief
in order to influence the Souphannouvong-Souvanna
negotiations. r
