Sino-Soviet Dispute 2. Syria a. The two parties managed this weekend to extricate themselves from the talks with a communique stating they have "agreed" to re- sume discussions, "some time later." b. Several East European coun- tries, in commentaries so similar that Moscow's guidance seems apparent, have harshly criticized the Chinese. c. As expected, the party and government chiefs of the CEMA member states are to meet Wednesday in Mos- cow, for the first time since 1962. Moscow has also announced an aid agreement for Yugoslavia and Khru- shchev's plan to go there in August. ? d. The CEMA meeting may dis- cuss breaking economic relations ?with Peiping, and will surely deal with Rumania's recalcitrance. The Rumanian ambassador in Moscow told Kohler Saturday that this problem had been satisfactorily resolved. a. The regime is still uneasy, although there has been no shooting since Friday. There are rumblings of discontent in the army, however, over the losses sustained in fighting Duvalier's battles. C. Congo D. Laos Neutralist forces in the Plaine des Jarres, 151-65ably unnerved by recent heavy shellings, seem convinced a large-scale Pathet Lao attack is brew- ing.
