Guerrilla activity in South Vietnam 5. Stalemate in Katanga continues 50X1 50X1 / Messages of the last few weeks show comprehensive planning to expand areas of Communist control. The first phase of a "break- through"--not further defined--is to be completed by Tuesday, with the second phase opening 10-15 days later and the third 20-30 days after completion of the second. 50X1 ,Both sides are trying to strengthen their military positions, with the UN stronger in the northern part of the province and Tshombe stronger in the south.
