1. Brazil
a. The bank workers in Rio
and the railroad employees in Sao
Paulo have weakened Goulart's case
for a state of siege by ending their
strikes. Goulart's floor leader in
the Chamber of Deputies has apparently
withdrawn his support for the measure.
b. The air is thick with re-
ports of what Goulart will do or
will have done to him if his request
is denied.
C. The consensus seems to be
that War Minister Jair Ribeiro is
now in--or at least climbing into--
the driver's seat. Despite Goulart's
notable ability to meddle through,
his authority may not survive this
one, whichever way the vote goes.
d.
Tito was alarmed with the state

2. Algeria
3. Honduras
a. The clash between Ben Bella's
forces and the Berbers reported in
the press seems to have been an iso-
lated incident. Both sides still
would rather stick to political ac-
tion.
c. Boumedienne has left Moscow
but was slated to come home via
Yugoslavia. He may press for more
vigorous action against the Berbers.
d. We have no details as yet
of the aid agreement he signed with
the Russians.
e. The Algerian and Moroccan
delegations which met on Saturday
have issued a favorable communique.
They approved "the principle" of a
meeting between King Hassan and Ben
Bella but did not fix a date. We
have our doubts that the two rulers
will get together very soon.
a. Colonel Lopez has formed a
new government with himself at the
top.

b. The new regime is larded
with men who have served in previous
Honduran cabinets. Lopez and Colo-
nel Armando Escalon, chief of the
air force and new Minister of De-
fense, are the only military officers
holding high positions.
C.. On Saturday Lopez said his
government would stay in power about
a year, but would not respect any
of Villedags social legislation.
d. Further violence can be
expected from militant liberals and
Communists, but Lopez appears to be
winning the support of professional
and business groups.
e. The new Foreign Minister,
concerned with US reaction to the
coupsis floating the idea of a
plebiscite to approve the new govern-
ment.

6. Israel - Arab a. The Israeli project to
States divert Jordan waters may be finished
in December and actual withdrawals
from Lake Tiberias on a continuing
basis should begin by the middle of
next year.
b. An emergency meeting of
the Arab League Defense Council has
been called, but our Embassy in
Amman doubts that any concrete and
agreed Arab military plan will come
out of it.
C, However, we do not discount
Syrian harassing raids against the
project which could provoke a major
flap.
