30 and 31 October and 2 November.

1. Congo
a. The rebel military posi-
tion is crumbling.
b. Pro-Tshombe fOrces are
squeezing the rebels from three
sides. The Van der Walle column
of 125 mercenaries, on the road
north from Katanga since Sunday,
expects to take Kindu, the rebel's
second city, today. The column
is the largest force of mercenaries
assembled so far in the rebellion.
c. Rebel forces are also
falling back north of Bukavu,
where Beni has fallen to Congo-
lese troops, and west of Stanley-
ville.
e. One thing that could still
tip the scales in favor of the
rebels would be the importation
of arms and trained__m-a-n-power---:-_
,----- f. We have been picking up
f hints that this is under considera-
Ction among the radical Africans,
but so far we have no hard evidence
that anything has been done.

Chou En-lai during the 47th anni-
versary of the Bolshevik revolu-
tion this weekend.

b. The French are throwing
out numerous hints of drastic
actions they will take if they do
not get satisfaction on this from
the Germans.
It seems unlikely that
they will, and many knowledgeable
Europeans are convinced there is
fire behind all this French smoke.
e. For what it's worth
Adenauer, who has been sniping
hard at Erhard and Schroeder,is
due in Paris next Monday for a
round of talks with De Gaulle.
a. The country is poised on
the brink of civil war this morn-
ing.
b. Barrientos finally threw
down the gauntlet yesterday. He
set up a revolutionary command and
demanded Paz get out. The rebel
radio in Cochabamba is threatening
a "march on La Paz."

c. Still, there has been no
firing yet, and further talks are
set for today. It looks, however,
as if Barrientos has now gone too
far to turn back.
d. Thus it remains for Paz
to give in.
e. If Paz decides to fight,
Ambassador Henderson estimates he
has an even chance of remaining
in power. He controls La Paz, in-
cluding the air base, and has at
his disposal some 8,250 armed men.
Barrientos has 5,900 located mostly
in Cochabamba and Oruro.
f. In this bid for power,
he has accepted the help of ex-
treme leftists and Communists.
g. Henderson fears that a
government run by Barrientos, a
babe in the political woods,
might eventually be taken over
by these elements.

A. South Vietnam Prime Minister Huong suspects
that the Buddhists are out to stall the forma-
tion of his government until this weekend when
they plan to stage massive street demonstrations
to force his resignation in favor of their man
Nhut. He suspects that they were behind the re-
fusal of Foreign Minister Quat to stay on in
his cabinet, announced today..
