Police and army units moved quickly to arrest over 30 key figures in Jagan's party. Jagan may try to use the move as a new pretext to avoid elections. 10. Guatemala: Rumors of an imminent coup continue to circulate in Guatemala City. 11. Brazil: Kubitschek was hustled off to Madrid Saturday. He promised the Brazilian people, in a parting ."manifesto," that he Would return to carry on the struggle. Public reac- tion to the government's move against him con- tinues to be mild. 12. The second half of the package will be available later this week, when we will have a fuller assessment of the mission. We find a good deal of new activity at Tyuratam. The speed and scope of this expan- sion reflect the Soviet effort to develop new ICBM systems and facilities for future space operations. A new, larger diameter ICBM silo under construction also showed up suggesting the Soviets are developing a system for in-silo launch at hardened sites. The mission covered all or part of eight of the 18 known ICBM complexes. We now have seen all but two during the past ten months. No new construction starts were detected during this period, and the new photography confirms construction was halted on at least two additional sites in 1963. The coverage of northwestern China con- firms that the installation at Chih-Chin-Hsia is a new reactor under construction. ?
