Laos: There continues to be little real
action on the ground. In the air, however,
Souvanna's T-28s have been busy dumping bombs
on the Communists'
Communist propaganda is trying hard to pin
the blame for all air strikes on us. Peiping's
protests took on a somewhat tougher tone yes-
terday, but stopped short of a direct threat
to intervene.
The UK and the USSR are still negotiating
over Warsaw's proposal for a six-power conference
in Switzerland. The Poles tell us they have
heard from the Chinese Communists, who rejected
the six-power idea.
The Vientiane consultations meanwhile have
reached a decisive stage.
Much will depend
on whether the Indians go along. They seem to
he leaning again toward a 14-nation conference.

3. Cyprus: The crisis is cooling off on the
diplomatic level. The island itself continues
to be generally quiet, but it may not be much
longer.
The arms buildup continues in both Greek
and Turkish Cypriot camps. Military "exercises"
and reports of impending attacks are keeping
the two trigger-happy communities very much on
edge.

their long-awaited "offensive" against the

Cuba-USSR:
Two Soviet ships which called at Santiago
de Cuba last week probably picked up most
Soviet personnel in the eastern air defense
sector. The Cubans are now in almost full con-
trol of SAM and radar operations in this area.
Both activities in the central sector are
also in Cuban: hands.
6. UK-Cuba:
7. Rumania-USSR: Relations are unmistakably
getting worse.
In the past week or so, Rumanian commentary
on Soviet economic policies for the bloc has
taken on a sharp edge.

Bucharest's leading economic journal
accused Moscow of authoring regional proposals
aimed at dismembering Rumania. One article
hinted for the first time at Soviet economic
reprisals.

9. British Guiana: The governor's forceful
takeover of emergency powers on Saturday should
bring at least a respite from four months of
communal violence and terrorism. Police and
army units moved quickly to arrest over 30 key
figures in Jagan's party. Jagan may try to use
the move as a new pretext to avoid elections.
10. Guatemala: Rumors of an imminent coup
continue to circulate in Guatemala City.

Brazil: Kubitschek was hustled off to
Madrid Saturday. He promised the Brazilian
people, in a parting ."manifesto," that he Would
return to carry on the struggle. Public reac-
tion to the government's move against him con-
tinues to be mild.
12. Italy: Moro got the green light from his
coalition for a vote of confidence this week.

TOP SECRET
USSR: The Keyhole mission of 5-8 June
has given us good coverage of the Tyuratam
rangehead, Soviet ICBM complexes, and a new
Chinese nuclear reactor.
The second half of the package will be
available later this week, when we will have
a fuller assessment of the mission.
We find a good deal of new activity at
Tyuratam. The speed and scope of this expan-
sion reflect the Soviet effort to develop new
ICBM systems and facilities for future space
operations.
A new, larger diameter ICBM silo under
construction also showed up suggesting the
Soviets are developing a system for in-silo
launch at hardened sites.
The mission covered all or part of eight
of the 18 known ICBM complexes. We now have
seen all but two during the past ten months.
No new construction starts were detected
during this period, and the new photography
confirms construction was halted on at least
two additional sites in 1963.
The coverage of northwestern China con-
firms that the installation at Chih-Chin-Hsia
is a new reactor under construction.
