a. neng Khouang town has
fallen to the Pathet Lao, and the
neutralist military position in the
Plaine des Jarres is deteriorating
rapidly.
b. With the defection of a
neutralist artillery battery to the
Pathet Lao, the road from neng
Khouang to the Plaine des Jarres
has been cut, blocking the retreat
of three Kong Le companies headed
toward the Plaine des Jarres air-
field from neng Khouang.

c. The Soviet passenger ship
Maria Ulyanova (340 passenger ca-
pacity) is on its way to Cuba. It
declared no passengers aboard as it
transited the Kiel Canal late last
week.

3. Brazil
a. War Minister Kruel arrived
in Rio last night and ordered First
Army commander Osvino Alves arrested
for his persistent threats to inter-
vene in Guanabara.
C. Most army officers would
probably back Kruel against the
Communist-leaning Alves, but many
important ones have been removed
from top positions since Goulart
became President. Kruel is also
said to have the backing of the navy
minister and the chief of Goulart's
military household.

d.? Faced with the possibility
of civil war, Goulart can be expected
to temporize. One Rio radio station
has quoted him as saying he had not
authorized Kruel's order.
e. On another front, Goulart
has undercut the leftists in Brasilia
by rejecting radical foreign bank
and land reform measures and dis-
missing the left-wing laborite ad-
viser who drafted them.
a. Ambassador Nolting has been
unable so far to shake Diem from his
determination to exclude us from a
voice in the disposition of South
Vietnamese funds used in the counter-
insurgency effort.
b. Taking his cue from his
brother, Diem insists that the scope
and number of US advisers in the
field must be reduced, that their
proliferation and tendency to take
charge of things is making his country
a "US protectorate" iA the eyes of
everyone.

5. Canadian
Elections
a. At latest count (0800 EDT)
the Liberals have won a substantial
plurality of 127 seats in the 265
seat Parliament--6 short of a majority.
b. The military vote (which
tends toward the Liberal) will not
be in until the weekend, and may
add a few seats to the Liberals,
but not enough to give Pearson an
absolute majority.
C. The Conservatives have 97
seats; the Social Credit Party, 24;
and the New Democratic Party, l7
allreduced from last year.
d. The two minority parties
have indicated they will support,
with reservations, a minority Liberal
government. There has been more
talk of Parliamentary support than
of a formal coalition.

A. Haiti Military leaders, threatened with retire-
Bea?this month, are increasingly desperate and are
yet again plotting a coup.
C. Arab unity talks The unity conference in Cairo
says it has agreed on a basis for federation and
is now working out the details. It is not at all
clear what this means.
D. Guatemala The curfew has been lifted in Guatemala.
The UK and El Salvador have recognized the regime,
and Honduras and Nicaragua will probably follow suit
today.
